Organizational Context

Uganda Electricity Generation Company Limited (UEGCL) is a Public Limited
Liability Company incorporated in March 2001 under the Companies Act and in conformity with the Electricity Act, 1999.

It started operations on 1st April 2001 and is wholly owned by the Government of the Republic of Uganda, with its head office
located in Kampala.

The mandate of UEGCL is to establish, acquire, maintain and operate electricity generation facilities and to promote research and development in the electricity generation sector while operating on sound business principles.

The Vision of the Company is to “Be one of the Leading Power Producers in the Great Lakes Region”, while the Mission is to “Sustainably generate Reliable, Quality and Affordable Electricity for Socio-Economic Development”.

UEGCL has a highly engaged, national workforce which comprises 170 staff
members and is likely to increase as the company grows.

This is inclusive of 30
Graduate Trainees on flexible working arrangements serving in about 6 locations
across the country.

About 40% or more of UEGCL workforce is posted in difficult and remote duty stations where working and living conditions can be challenging, and ensuring their safety and well being is of paramount importance.

Roles and Responsibilities

  • The CHRO is supported by and supervises a Management Team of two Heads of
    sections (HR & Administration).
  • The CHRO, in collaboration with the HR
    Management team, is charged with ensuring that UEGCL has the human resource capacities needed to deliver on its mandate in today's increasingly
  • complex human resource landscape within the framework of UEGCL’s Strategic
    Direction.
  • In doing so, the CHRO follows through on the implementation of UEGCL's People Strategy.
  • The implementation of these strategic priorities is to be supported by a reconfiguration of the HR function to enable the department to transform from an HR administration service into a strategic business partner for field operations and senior management.
  • CHRO develops strategic partnerships, represents the Organization at inter-agency meetings, conferences as well as meetings with senior government officials and other external officials, ensuring that the strategic vision and needs of the Organization in terms of human resources are well articulated and
    understood, concerns of government are adequately considered and addressed
    as appropriate.
  • The CHRO is also responsible for maintaining an open dialogue with employees
    which is critical to advancing the organization's goals.
  • CHRO leads and oversees the work of the HR and Administration Department
    which will comprise a workforce of approximately 47 personnel, based at the
  • Head Office with support to the HR and Administration teams at the Branch
    Offices and Project Sites.

    Account-abilities
  • UEGCL's strategic vision and needs of the Organization in terms of human
    resources are well articulated and understood by both internal and external
    parties.
  • UEGCL's human resource department is fully transformed to incorporate strategic workforce planning which is operationally focused and the timely delivery of a streamlined, comprehensive and integrated HR and Administration service that is optimally positioned to meet organizational needs.
  • HR and Administration Department is valued as an established strategic business partner to the CEO and the Senior Executive Team members, as well as to operations, providing expert and authoritative advice on Strategic Workforce Planning, Duty of Care, Succession planning, and other Human Resources issues.
  • The recruitment, retention, development, deployment, the well being of the
    UEGCL workforce are well coordinated and undertaken in a timely and seamless
    manner and operational HR needs in emergencies are met on time, supported by clear, simple policies and processes and an effective personnel administration system.
  • UEGCL's administration of the disciplinary and grievance management and decisions are based on fair and impartial recommendations to the CEO/Top Management and, accompanied by a robust HR risk management and oversight
    system.
  • UEGCL is represented at external HR fora, including inter-agency and international engagements to advance
    UEGCL's ability and visibility and to encourage the bringing in of new talent and thinking.
  • HR Department objectives and work plans are coordinated to support the People Strategy and the Department's resources are allocated appropriately.

    Qualifications
  • A Bachelor’s Degree with honors in Human Resource Management, Business
    Administration, Law, Social Sciences, Social Word& Social Administration or in
    another field directly relevant to this position with a minimum of 10 years relevant
    professional experience, preferably in a credible corporate organization with
    regional/branch operational set-up.
  • At least 5 years serving as a Senior Manager, including significant budgetary responsibilities, preferably in a performance-driven organization with a highly engaged workforce.
  • A Master’s Degree (or equivalent Advanced University Degree) in Human
    Resource Management, Business Administration, Law, Social Sciences, Management or in another field directly relevant to this position from a reputable Institution of Learning.
  • Professional qualifications in HR & membership to a registered HR body will be
    an added advantage.
  • Demonstrated experience in managing large teams, and in inspiring and leading
    transformation processes and culture change in an organization.
  • Fluency in English
  • Demonstrate a high level of discretion while exercising sound interpersonal skills.
  • An excellent communicator, comfortable with consultative processes and results
    driven.
  • Demonstrated problem solving and analytical skills.
  • Experience in conflict management and negotiation.
  • Exemplary track record of ethical behavior and leadership by example.
