Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in Uganda. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

Responsibilities

Planning, Budgeting and review Process

• Fully understands the direction and Vision of UCAA and then integrate these into the Departmental Plans.
• Fully participates in the budgeting process, applying best practices and accepted accounting convention.
• Participates in directorate business plan preparation by providing required financial input that is relevant to revenue.
• Fully participates in the reviewing of actual performance vs, plans.
• Supports Management Accounting Department in the provision of detailed explanation of variances to planned revenue performance.
• Ensures full compliance with accepted professional Accounting Conventions

Billing Management

• Ensures timely billing of all UCAA revenues.
• Ensures accuracy in billing in regards to gross turnover and commissions payable by concessionaires.
• Ensures that all billing is in accordance with the Contract that is in place.

Debt Management

• Implements and oversees adherence to UCAA’s Credit Policies.
• Ensures effective UCAA revenue collection.
• Manages debtors in line with UCCA policy and as reflected in ageing analysis reports.
• Escalates overdue debts to Legal Department for Collection.
• Suspends the provision of services to bad debtors.

Cash Flow Management

• Ensures that UCAA maximizes its cash resources through a sound cash management system.
• Ensures effective revenue collection systems and controls.

Implementation fees and Changes

• Ensures implementation of approved market fees and charges.
• Supports the Management Accounting Department to build the approved charges into the business planning and review process.

Human Resources Management

• Motivates and develops staff that is dedicated to outstanding performance.
• Ensures that appropriate caliber of staff that meets all the hiring standards are recruited and deployed to deliver results expected.
• Implements performance management policies and procedures including performance appraisals.
• Quantifies the capability gaps in terms of skills and capabilities.
• Ensures availability of working tools and other requirements for staff in the department.

Preparing periodic performance reports.

• Reports status of collected debts from each debtor airing payment comments to assist in cash flow projections and evaluate respective debtors’

status.

Carries out any other lawful assignment allocated by the immediate supervisor.

• The job holder is cooperative and readily responds to any adhoc tasks assigned to him/her.

Requirements

• Sound knowledge in computerized Accounting.
• Literacy in MS Word, MS Excel, and MS Power Point.
• Proven senior level business understanding and skills.
• Must be conscious of cost and able to implement and enforce effective budgetary controls.
• High level of Integrity, with attendant independence and ability to make sound financial decisions.
• Be familiar with Government Financial Management regulations.
• Be a seasoned People Manager with demonstrable prior experience and success in overseeing staff productivity and performance management.
• A Masters Degree in any of the following; Accounting, Finance or Business Administration majoring in Finance from a recognized and reputable University/Institution of higher learning.
• Full Membership to any of the recognized professional accounting bodies - ACCA, CPA(K), CPA(U), CIMA, etc.
• Eight (8) years’ experience in management of the Finance and Accounting function in a large and reputable government or business organization at progressively more senior levels; four (4) of the years should be at a senior supervisory level.
• Managerial experience in Aviation would be an added advantage.
