Background
  • The Government of Uganda (GoU) has received funding from the World Bank for the implementation of the Electricity Access Scale-up Project (EASP) to be implemented over a period of five (5) years. EASP will support GoU’s efforts to increase access to electricity for households, refugee and host communities, industrial parks, commercial enterprises and public institutions.

  • This is intended to spur socio-economic transformation, in line with Uganda’s Vision 2040, the National Development Plan (NDP) III, the 2018 – 2027 Electricity Connection Policy (ECP) adopted in January 2018 and to meet the Sustainable Development Goal 7 (SDG 7) of achieving universal energy access by 2030.

  • EASP activities will build on earlier Government initiatives in the energy sector, to support the expansion and strengthening of the electricity distribution network, scale-up service connections within the network, and increase access to off-grid electricity in refugee settlements and their host communities (outside the existing electricity distribution network), and to clean cooking services and technologies.

  • The EASP will be implemented by two main entities, namely the Ministry of Energy and Mineral Development (MEMD) and the Uganda Energy Credit Capitalisation Company (UECCC) through Project Implementation Units (PIUs). The two Implementing Agencies will collaborate closely with the Office of the Prime Minister (OPM), Ministry of Education and Sports (MoES), Ministry of Health (MoH), Ministry of Water and environment (MoWE), Ministry of Local Government, Ministry of Agriculture, and other relevant sector stakeholders to implement the various project activities.

  • Uganda Energy Credit Capitalisation Company (UECCC) is a Government of Uganda Company in place to facilitate investments in Uganda’s Renewable Energy Sector. The UECCC’s main objective is to provide financial, technical and other support for renewable energy development in Uganda with particular focus on enabling private sector participation.

  • The Project Implementation Unit (PIU) at UECCC will be established as part of the UECCC Organogram to implement the financial intermediation component for increasing energy access through stand-alone solar technologies, financing of internal wiring of premises, promotion of efficient appliances for productive uses, and clean cooking solutions nationwide (at households and institutional level), including in refugees hosting districts. The UECCC will also support electrification of public institutions, including public schools, public health centres, public water
    supply systems and so on, through stand-alone solar technologies.

    The UECCC seeks to engage the services of a Project Manager to ensure effective and efficient implementation of the EASP project across the four (4) programs, namely:
  • Solar Facility,
  • Results-based Financing and Clean Cooking,
  • Public Institutions Solar Electrification,
  • Productive Uses of Solar, Electrical Appliances and Internal Wiring.

    The Project Manager will report to the Director, Transaction Execution.

    Objective of the Assignment
    The Project Manager will co-ordinate and oversee EASP Project activities to ensure that the Project objectives and targets are met within the restraints of time, quality, and budget, and in accordance with the Project’s Operations Manual.


    Scope of Services
    The Project Manager will be dedicated to the implementation of the UECCC-managed activities under EASP, and will have the following duties and responsibilities:

  • Provide overall professional project management services under the EASP and to ensure successful implementation
  • UECCC-managed activities and targets.
  • Ensure that the project is implemented in accordance with the Project’s Operations Manual (POM) and Implementation Optimization Plan
  • Prepare reports and evidence on fulfilment of performance-based conditions for submission to the Project Coordination Manager at the Project Coordination Unit (PCU) at MEMD.
  • Lead the PIU staff and develop operational tasks and set operational goals and timeframes to ensure each program will meet the project targets
  • Prepare timely EASP work plans and budgets for consideration and approval by the World Bank and UECCC Board of Directors. Create and update project workflows to effectively manage project
    implementation progress
  • Act as the focal point for all project stakeholders and ensure close coordination and effective
    information exchanges
  • Monitor progress of the project on a continuous basis
  • Coordinate quality controls for ensuring the deliverables meet set goals
  • Supervise the Program Managers of the four financing programs
  • Organise and motivate the Program Managers and their respective subordinates to work as
    teams to deliver to the set project objectives and targets
  • Track project performance, specifically to analyse the successful completion of short and longterm goals
  • Monitor and report the project performance, identify implementation issues proactively, and propose solutions including adjustment of POM as needed.
  • Ensure that the project is visible, known and understood by all key stakeholders.

    Minimum Qualification and Experience
  • Honours degree in a business or science related field from a recognised university.
  • Master’s degree in business management, project management, international development, economics, finance, renewable energy, or related field from a recognized university.
  • At least seven (7) years relevant work experience in project management position(s) of similar projects/programs with a focus on consumer and enterprise financing.
  • Experience with clean energy technology financing off-grid energy services (solar and clean cooking technologies) will be will be an added advantage.
  • Demonstrable skills in business development or relationship management.
  • A high level of interpersonal and people management skills and ability to motivate the team to deliver and work with fast paced teams in the organisation at all levels.
  • Solid organizational skills including attention to detail, multitasking skills, time management and ability to prioritize tasks.
  • Proven coordination and multi-stakeholder management skills with capacity to engage strategically and monitor implementation judiciously.
  • Working proficiency with computers – such as Ms Power Point, and Ms Project.
  • High integrity and prudence in handling resources.
  • Must be self-driven with ability to work under pressure with minimal supervision and deliver amidst tight deadlines.
  • Excellent communication skills with proficiency in written and spoken English.


    Duration of the Assignment
  • The Project Manager shall undertake the assignment on a full-time basis for a period of five (5) years subject to satisfactory performance as shall be determined during the annual performance evaluations.

    Reporting Arrangements
  • The Project Manager shall report to the Director, Transaction Execution at UECCC.

    Duty Station
  • The Project Manager shall be based in the UECCC offices in Kampala, Uganda, with occasional
    travel to project implementation areas as and when the need arises.
