General Summary:

  • UCP Wheels for Humanity (UCPW) is seeking candidates for a ReLAB-HS Uganda MEAL Coordinator for a new five-year USAID-funded project, Learning, Acting and Building for Rehabilitation in Healthy Systems (ReLAB-HS). The ReLAB-HS MEAL Coordinator will be responsible for MEAL reporting in Uganda and will oversee data collection and tracking. Only candidates with work authorization in Uganda will be considered; relocation benefits will not be provided.

  • ReLAB-HS aims to support development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation including assistive technology. ReLAB-HS will focus on integrating rehabilitation and assistive technology services across all levels of care within health systems. The ReLAB-HS consortium comprises of six international partners with expertise in health systems, implementation science, and delivery innovations.

    Specific Duties and Responsibilities:

    Under the direction of the Uganda Project Manager, the MEAL Coordinator will be responsible for performing the following primary tasks:

  • In coordination with the Consortium MEAL Coordinator and relevant UCPW staff, support the development of a MEAL framework that meets project needs; enables responsiveness to beneficiaries, stakeholders, and the donor; and ensures project quality

  • Support the development of data collection methodologies in coordination with the Consortium MEAL Coordinator and UCPW MEAL support staff

  • Develop guidelines and tools as needed to ensure coherency in indicator tracking across project sites in Uganda to achieve the project’s learning goals

  • Oversee the collection, management, and analysis of project data in Uganda in line with USAID M&E best practices and the project MEAL plan

  • Ensure that data collection
    systems and tools used in Uganda are in compliance with internal and donor standards for data validity, reliability, and security

  • Support and advise colleagues on activity-level M&E reporting, ensuring quality and consistency across technical areas

  • Consolidate M&E inputs from staff and provide timely and responsive inputs required for quarterly and ad hoc donor reporting

  • Contribute to the development, implementation, and analysis of formative assessments, journey mappings, and other project assessments conducted in Uganda

  • Provide country-level inputs to support the annual work plan and M&E plan development processes

    Minimum Qualifications (mandatory):

  • Bachelor’s degree in social sciences or related field

  • Minimum of 3 years relevant work experience developing and implementing monitoring and evaluation systems with an international NGO

  • Demonstrated expertise in operationalizing and managing monitoring and evaluation systems designed to track both output and outcome indicators from project design to implementation

  • Demonstrated experience overseeing data collection, management, and reporting with integrity

  • Ability to set clear goals and manage progress toward them

  • Detail-oriented with good organization and prioritization skills

  • Advanced proficiency in Microsoft Office Suite, including Excel; ability to prepare pivot tables

  • Familiarity with data collection tools (e.g. KoBoToolbox) and survey design tools (e.g. Survey Monkey)

  • Fluency in English and Ukrainian required

  • Willingness to travel domestically within Uganda up to 25% of the time

    Preferred Qualifications:

  • Advanced degree in relevant field

  • Familiarity with USAID regulations and policies related to monitoring and evaluation preferred

  • Familiarity with statistical software (e.g. STATA, SPSS) and data visualization software (e.g. tableau)

  • Experience utilizing data to support health systems strengthening
