Key Duties & Responsibilities

Programme Management and Development

  • Develop and manage all grants under the Humanitarian strategy in collaboration with partners.
  • Initiate and lead humanitarian needs assessment when necessary.
  • Responsible for the effective implementation, monitoring, evaluation (including facilitating external evaluations) and reporting on programmes, in line with agreed standards and donor requirements;
  • Develop programme and project proposals and assess the existing partner capacities to manage and implement the work. This includes leading on preparation of funding applications and reports for external funders, in liaison with the Programme Director and Business
  • Development and Grants Manager (BDGM).
    Promote humanitarian principles and relevant legal frameworks (refugee law in particular) in the design and implementation of humanitarian program.
  • Promote, capture and disseminate learning from partners and programmes, and ensure that this informs future programme development.
  • Ensure accurate records for the projects are kept in line with Trócaire and donor guidelines.

    Programme Quality

  • Lead on the technical quality of the country programme with regard to Humanitarian work.
  • Provide technical support to staff and partners on International Humanitarian Standards and Guidelines including but not limited to the Core Humanitarian Standards, Sphere Minimum Standards, IASC Guidelines on MHPDD in Emergency Settings.
  • This may include provision of formal training when required.
  • Provide technical support to staff and partners on Humanitarian programming.
  • Realise Trócaire’s principles by acting in line with Trócaire partnership approach, and by promoting and supporting partners’ adherence to jointly agreed accountability, safeguarding participants, financial regulations, and other standards, as these emerge.
  • Keep up-to-date with development issues and trends, with regard to Uganda and Humanitarian programming more generally.

    Financial Management

  • In close co-operation with the relevant roles in the finance and funding teams, prepare, manage and monitor budgets relating to both the Humanitarian programmes and partner-led expenditure.
  • Ensure timely transfers to Partners in accordance with agreed Trócaire standards.
  • Deliver the programme within agreed budgets or instigate budget revisions according to evolving needs, in line with Trócaire’s finance guidelines and procedures.
  • Develop relevant risk registers and monitor them in conjunction with the CMT.
    Where appropriate, commission and manage (with partners) audits for grants and projects.
  • Carry out pro-active partner financial monitoring, in co-operation with the Programme Accountants
  • In collaboration with the Programme Accountant, ensure that all project files are complete with no missing finance / programme documents

    Managing effective relationships with partners

  • Develop, nurture and manage relationships with Trócaire’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance and tools, and in agreement with the Programme Director.
  • Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place, and that any shortcomings are addressed.
    Invest in partners’ capacities, by jointly identifying needs, developing plans to strengthen capacities, identifying sources of support, and allocating resources.
  • This can be through a facilitator or by direct provision of specific capacity strengthening support.
  • Support partners in accessing the tools and support required to successfully implement capacity humanitarian plans.
  • Ensure partners are visited on a regular basis and that visits are used as an opportunity to monitor but also to build partner capacity.

    Internal and external representation

  • In co-ordination with the Country Representative and/or Programme Director develop, nurture and sustain relationships and effective communications with relevant stakeholders, including local government, national networks, Caritas Uganda and other agencies working in/on Uganda.
  • This will include other Caritas/CIDSE agencies.
  • In agreement with the Country Representative, Programme Director and RBDM, sustain relationships with relevant bi-lateral agencies and multi-lateral agencies and donors seeking opportunities for programme funding, where applicable.
  • Identify relevant humanitarian coordination mechanisms and actively engage in prioritised coordination including the UNHCR Livelihoods and Resilience Working Group and the UNHCR Protection Working Group.

    Qualification
  • Third level qualification in: Social Science, Development/Humanitarian Studies, or a related area.

    Experience

  • Minimum five years of working in an international or local organisation in Uganda or abroad.
  • Minimum five years of working in humanitarian programming
  • Experience of working in Refugee response.
  • Experience of capacity building with local partners.

    Skills
  • Excellent interpersonal, communication and facilitation skills.
  • Highly organised, with excellent planning, prioritisation and problem-solving skills.
  • Excellent PCM skills including design of projects including M&E systems
  • Excellent English writing skills especially proposal/report writing skills
  • Good financial skills, particularly in designing and managing budgets.
  • Competent in Microsoft packages (Word, Excel and PowerPoint) and with internet/email.
  • Capable of working efficiently under tight deadlines.
  • Spoken and written fluency in English.

    Qualities

  • Sympathetic understanding of the Catholic Church’s role in relief and development.
  • Ability to work with women and men from diverse backgrounds
  • Demonstrate a commitment to gender equality and an ability to influence and engage others to support gender issues.
  • Ability to work to deadlines with accuracy and attention to detail.
  • Ability to learn on-the-job, and an interest in learning about the context, issues and strategies of Trócaire’s programming in Uganda
  • Willingness to travel frequently in country, occasionally in the region, and beyond.
  • Self-motivated with proven ability to take initiative.
  • Strong team player who is able to establish solid working relationships with colleagues in country as well as in Head Office
  • Able to work irregular hours on an occasional basis.

    Knowledge
  • Strong understanding of the Core Humanitarian Standards and their use in humanitarian programming
  • Strong understanding of Protection Mainstreaming Principles and their use in humanitarian programming
  • Strong understanding of the Refugee context in Uganda including the frameworks that underpin this e.g. CRRF
  • Strong understanding of the Humanitarian coordination mechanisms in Uganda.

    Qualification
  • Post-graduate qualification in a relevant area is desirable, or significant experience beyond that outlined below.

    Experience
  • Experience in working in Protection Mainstreaming
  • Experience in working in Mental Health and Psychosocial Support in Emergency Settings
  • Experience of strategy development and proposal writing.
  • Experience of managing institutional funding
  • Experience of working in a partnership arrangement with civil society organisations and the use of participatory approaches to development.
