Job Summary
Lead the management and reduction of Non-Revenue Water (NRW) through implementation of effective NRW control strategies, policy enforcement, leak detection initiatives and operational improvements.
Drive sustainable water-loss reduction programmes, optimize utility performance and enhance operational efficiency through data-driven NRW management practices.
Report directly to the Managing Director while working alongside the Chief Manager Technical Services and Chief Manager Commercial Services and supervising NRW & Leak Detection personnel.
Key Responsibilities
Spearhead the establishment and operationalization of the Non-Revenue Water Management Unit.
Develop NRW management plans, targets, performance indicators and succession plans.
Ensure proper custody, maintenance and administration of NRW reduction equipment and resources.
Manage leak detection equipment, flow measurement tools and related operational assets.
Lead field-based NRW reduction projects, leak detection programmes and water-loss control initiatives.
Develop and recommend NRW reduction interventions for incorporation into project design, implementation, operation and maintenance phases.
Review and strengthen NRW management policies, procedures and operational controls.
Enforce procedures relating to meter reading, meter servicing, meter testing and meter replacement activities.
Oversee disconnection and reconnection procedures to ensure compliance with company policies.
Coordinate pipeline inspections, leak detection activities, burst identification and repair programmes.
Support elimination of illegal water connections and revenue losses.
Promote and enforce 100% metering initiatives across operational areas.
Apply data analytics techniques to monitor NRW performance and identify improvement opportunities.
Prepare and submit monthly NRW performance reports and operational analyses.
Promote adoption of modern technologies, innovations and best practices in NRW reduction and water-loss management.
Share knowledge and technical expertise across utility operations to strengthen NRW management capacity.
Perform any other duties assigned by management.
Qualifications
Bachelor’s Degree in Civil Engineering, Water Resources Management, Water Engineering or an equivalent qualification from a recognized institution.
Proficiency
in ICT and relevant data management systems.
Experience
Minimum five (5) years of relevant professional experience.
At least three (3) years in a leadership role involving Non-Revenue Water management within the public or private sector.
Demonstrated experience in NRW reduction programmes, leak detection and water-loss management.
Experience in utility operations, water distribution systems and technical project implementation is highly desirable.
