As a data-driven organization, the Planning, Monitoring, Evaluation & Learning Specialist plays a critical role in both ensuring program impact as The Water Trust grows, as well as testing new ideas to increase the impact of programs on the lives of the rural poor

About the Role

The Planning, Monitoring, Evaluation & Learning (PMEL) department at The Water Trust (TWT) is responsible for program data collection and management, project planning and design, impact evaluation, and the development and implementation of analytics and reporting tools. The PMEL Specialist leads the PMEL team, which includes a Data Manager and Monitoring and Evaluation Officer.

This hands-on position leads the organization's identification of intervention sites, project monitoring and evaluation, institutionalization of lessons learned, and information management across the organization.

The ideal candidate will have experience across qualitative and quantitative monitoring, evaluation and research, and be excited to play a proactive, collaborative role with Program team leadership to find new ways to visualize and increase program impact.

Responsibilities

Planning

  • Lead PMEL team planning for annual plans and project proposals, including identification of strategic priorities and design of research and evaluation plans.

  • Lead baseline assessments of potential implementation areas and identify priority sites for implementation for future projects, utilizing geographic information systems, secondary data, primary data, and qualitative methods.

  • Lead special planning projects, e.g., expansions to new geographic areas, and play a facilitation role in supporting TWT annual planning.

  • Plan, fundraise for, and lead research on program initiatives of strategic interest, producing internal and external reports.

  • Develop strategic relationships with academic researchers and peer NGOs to support learning agenda and attract funding.

    Monitoring and Evaluation

  • Lead monitoring and evaluation of program impact at household, schools, health facilities, and water point levels, including both annual evaluations and real-time monitoring of community and water point performance against Key Performance Indicators.

  • Oversee creation of real-time dashboards and reports that support the program team in internal management, generate insights to improve program performance, and enable timely, accurate external reporting to donors and other audiences.

  • Prepare monthly, quarterly, and annual progress reports for internal and external use.

    Learning

  • Oversee the design
    and maintenance of appropriate data collection and aggregation tools, with clear review and update plans for data quality improvement, data validity, reliability and accuracy.

  • Build and maintain a training program that enables the Program team to orient new staff and refresh current staff (and potentially future partners), institutionalizing lessons learned on an ongoing basis through appropriate documentation and training curriculum.

  • Coach and train program staff to appropriately use software, templates, and applications for program management and documentation, maintaining and sharing with management any compliance and quality issues.

    Information management

  • Lead quality assurance of all program data, including maintenance of a complete, accurate database of current and historical projects and impact data.

  • Lead and maintain the proper documentation of TWT program processes and procedures in collaboration with the Program team.

  • Lead the development and maintenance of appropriate program templates and tools for effective knowledge management and compliance.

  • Implement and monitor compliance to relevant privacy and security standards.

    Other responsibilities

  • Represent The Water Trust externally, presenting at conferences, publishing reports and studies, and maintaining relationships with strategic stakeholders.

  • Provide inputs to strategic plans, key organizational decisions, and troubleshooting cross-departmental issues.

  • Lead PMEL inputs into concept notes, proposals, and other related documentation.

    Qualifications

  • At least 10 years of experience in research, evaluation, and documentation.

  • University degree in Social Sciences, Project Planning and Management, Statistics, Economics, Development Studies Computer Science, Information Technology or related field.

  • Post graduate degree in monitoring and evaluation or related field of work is an added advantage.

  • Demonstrated knowledge and understanding of the application of Theories of Change (TOCs), results/logical frameworks, and the development/implementation of learning agenda.

  • Experience performing qualitative and quantitative research.

  • Demonstrated knowledge in content management.

  • Ability to apply M&E process-based tools including participatory monitoring and evaluation, gender analysis frameworks, feasibility studies, data quality assurance and reporting.

  • IT skills, including experience with MS Excel, Asana, Tableau. Experience with TaroWorks preferred.

  • Team player, with the ability to be self-driven.

  • Strong analytical and problem-solving skills.

  • Outstanding interpersonal, written and verbal communication skills. Fluency in a local language in our areas of operation will be an advantage.

  • Demonstrated leadership, versatility, and integrity with a commitment to inclusivity.

  • Proven ethical conduct and professional accountability.

  • Flexibility to work effectively with changing priorities and competing deadlines.

  • Team management skills (ability to develop and grow small teams).
