Purpose

  • Successful implementation of the NIMD Programme in Ethiopia and management of the Country Office with performance towards agreed annual targets.

    Representational role

  • Represent NIMD towards Ethiopian political parties and political actors, democratic institutions, civil society actors and other stakeholders relevant to the NIMD programme.

  • Promote NIMD’s core principles of impartiality, inclusiveness, diversity, local ownership and long-term commitment in every interaction with stakeholders as well as in every communication outside the organization.

  • Be the main point of contact towards partners, Government, donors and media.

  • Liaise with political and civil society actors to foster political participation of currently under-represented groups, in particular women, youth and minorities.

  • Lead on fundraising and networking in Ethiopia; identify and explore fundraising and collaboration opportunities in Ethiopia and advise NIMD the Hague on diversification of funds.

  • Establish and maintain political partnerships and networks in Ethiopia and within the NIMD network.

    Strategic management and stakeholder and partner engagement

  • Provide guidance towards the long-term strategic orientation of the Ethiopia Programme, programmatic focus and decision-making taking into account the position of those underrepresented in politics.

  • Establish and maintain relations with key partners in Ethiopia, including political parties, government offices, parliaments and other relevant stakeholders and develop strategies for engagement and support together with these partners.

  • Support the facilitation of the national and regional level inter-party dialogue processes and capacity building of participants to the dialogue

  • Ensure timely and quality inputs from advisors and consultants who are contracted for the implementation of the Ethiopia programme
    Lead communications and advocacy efforts in line with NIMD principles and messages

    Office management/ line management

  • Line management of five staff currently employed within the Ethiopia Country Office: two programme managers, programme administrator, finance officer and finance assistant.

  • Manage and oversee country office performance, including office management, office expenditure, security policy and other tasks based on agreed targets.

  • Implement NIMD
    HR policies for the Ethiopia office according to internal procedures and perform personnel performance assessments.

  • Ensure an open and transparent working environment and build staff capacity in line with NIMD’s mandate.

  • Management of the Ethiopia Programme:
    Lead on strategic planning of the Ethiopia programme as well as programmatic and institutional learning.

  • Oversee programme implementation and financial management; analyzing political developments, preparation of annual plans/budgets, ensure financial accountability, adhering to reporting requirements, and risk mitigation and reduction.

  • Ensure programme managers perform their tasks, including timely planning, implementation, communications, monitoring, and reporting.

  • Ensure an effective line of communication and coordination between the team in Addis Ababa and The Hague, including chairing a quarterly meeting on the Ethiopia programme’s performance and plans.

    Job Requirements

    Professional Attributes

  • A Master’s degree or higher in a field relevant to NIMD’s work

  • At least 5 years’ experience working with international development programmes, governance programmes

  • At least 5 years’ experience in a management or director role

  • Extensive knowledge of the Ethiopian political landscape and system, and experience working with Ethiopian political actors

  • Strong analytical skills and capacity for strategic planning.

  • Experience in leading, coaching, motivating, coordinating and supervising a team.

  • Experience, both theoretically and in practice, in project cycle management, monitoring, reporting and evaluation, and financial accountability and reporting.

  • Ability to bring people together and facilitate trust and relationship building between different stakeholders.

  • Comfortable using main computer programmes and online management tools

  • Ethiopian nationality (strongly preferred), permanent residency or valid work permit for Ethiopia.

    Personal Attributes

  • Strong inter-personal and diplomatic skills with an ability to build trust;

  • Ability to work with people as manager of a team;

  • Ability to handle stressful situations and ability to control and contain conflicts;

  • Ability to be discreet and maintain confidentiality.

  • Not conspicuously aligned politically to any Ethiopian political party.
