Position Overview

  • TMG is seeking an experienced Monitoring, Evaluation, and Learning (MEL) Specialist for the Transform: MELA Activity.

  • This position will be based in Addis, Ababa, Ethiopia.

  • The MEL Specialist, in collaboration with the Supervisory Monitoring and Evaluation Specialist (SMES) will lead the design and implementation of program monitoring and evaluation, including data quality assessments, learning, and other M&E work as assigned.

  • The incumbent of this position will also lead conducting data quality assessments, focus on establishing performance measures, collecting and analyzing performance information from end line surveys, other performance measurement studies, and provide leadership in enhancing Collaboration, Learning, and Adapting (CLA) among Transform stakeholders including participating in the dissemination and learning.

    Duties and Responsibilities

    The MEL Specialist will perform the following major duties and responsibilities:

  • Reporting: The MEL Specialist reports to the Supervisory Monitoring and Evaluation Specialist.

    Monitoring and Evaluation

  • Support the design and development of MEL systems and processes, as required to meet USAID/Ethiopia Transform program objectives.


  • Use of non-traditional M&E techniques for adaptive management, such as Most Significant Change, Outcome Mapping, Outcome Harvesting.


  • Serve as the lead expert in conducting data quality assessments (DQAs), including
    working with the USAID/Ethiopia Agreement Officer Representatives (AORs) to develop and maintain DQA timelines, prepare documentation of completed DQAs, and support the dissemination of completed DQAs to users and other stakeholders

  • Review, assess, revise, and develop Performance Indicator Reference Sheets (PIRS) associated with indicators.

  • Train/coach Transform stakeholders to ensure learning from the DQAs process and the findings.

  • Manage data quality (integrity, precision, validity, reliability, and timeliness) related to monitoring and evaluation processes, per USAID standards and regulations.

  • Contribute to the execution of different evaluation (end line or impact evaluations) and operations research by developing/preparing study designs, methodologies, data collection instruments, and analysis plan, and conduct and lead the data collection, data analysis, report writing, and dissemination of results;

  • Work with the assessment and evaluation teams, organizing fieldwork, writing detailed and contractible scopes of work for consulting services, and developing work plans, presentations, and reports;

  • Contribute to the coding, analysis, and interpretation of MEL data for internal and external reporting, using dynamic data visualizations with the view to incorporating public health subject expertise;

  • Support MEL capacity building efforts for USAID/Ethiopia, FMOH, Transform IPs, and other stakeholders;

  • Contribute to the preparation of quarterly, semi-annual, and annual program performance reports;

  • Participate in semi-annual and annual Transform Program Learning Forums

    Learning

  • Support the use of data results for learning and adaptive management per
    USAID's CLA model.

  • Design and facilitation of learning events, workshops, strategic dialogues

  • Build capacity for adapting to new learning and changes in context through effective approaches

  • Lead the development process of learning plans and agendas

  • Conduct assessments, special studies, and analyses in support of learning need identified by clients and ensure the learnings are well integrated into the decision-making process at different levels.

  • Presentation of monitoring and evaluation data in a way that is tailored to the learning needs of key stakeholders

    Collaboration

  • Convene stakeholders across USAID/Ethiopia, national stakeholders, implementing partners to promote increased dialogue and joint planning.

  • Facilitation of review and learning workshops for implementation activities or projects.

    Adaptive Management

  • Assess the capacity of USAID/Ethiopia, national stakeholders, implementing partners to manage adaptively and identify structural and institutional barriers to adaptive management
    Application of management solutions to enable USAID/Ethiopia, national stakeholders, implementing partners to work with greater agility.

  • Lead conduct of scenario planning and context monitoring.

    Job Requirements

    Required Competencies/Expertise

    The MEL Specialist should demonstrate the following expertise:

  • Sound knowledge of M&E, Learning, and Research on health-related fields;

  • Demonstrated extensive knowledge in planning and conducting evaluations, research, and Metadata Analysis;

  • Strong background in the statistical analysis of health interventions and experience of working with qualitative and quantitative data;

  • Excellent computer skills, including knowledge and experience on statistical data analysis software packages (SPSS, STATA) and other health information technologies and applications software, relational database systems, and web technologies;

  • Excellent facilitation and knowledge management skills;

  • Strong understanding of USAID programming with health interventions;

  • Knowledge of USAID performance management standards and DQAs.

  • Strong writing skills to prepare reports, research briefs, and oral presentation
    Proven ability to work effectively in a diverse team;

  • Excellent inter-personal and inter-cultural communication skills;

  • Fluent in English and other local languages.

    Education and Qualifications

  • Master's Degree in Public Health (MPH)/ Biostatistics with health background, MS in M&E in Health, or Demography or any other Social Science fields; MPH highly preferred;

  • Minimum 7 years of relevant professional experience in project monitoring and evaluation and research in health and related fields.

  • Experience in working with international organizations and a good knowledge of NGOs and other local development agencies will be considered an asset;

  • Good communication and social skills;

  • Computer skills (Word, excel, access) and other statistical analysis software (SPSS, STATA).
