Job Description

Lutheran World Federation (LWF/WS – Ethiopia) is a registered foreign charity which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF is currently looking for professionsal fulfilling the following criteria:

This position is a managerial position that entails membership in the Program Management Team (PMT). The Team Leader is responsible for overseeing multi-sectoral programming aimed at resilience-building and supporting sustainable development.

He is responsible for quality performance and excellence in the delivery of services and reporting. Technically he is accountable to the Program Coordinator for the day-to-day operation, as well as closely works with all management team members.

Key Responsibilities:

  • Provide leadership in the Sustainable Development Program implementation, ensuring effective delivery of service to the people of concern in all project offices under his/her responsibility;
  • Continuously strive to improve the quality of the Food Security and Livelihoods projects and in general Sustainable Development Program in line with LWF Ethiopia’s empowerment and integrated approaches;
  • Provide technical guidance and overall supervision for emergency programs in projects under his/her responsibility;
  • Monitor and supervise the performance of project coordinators accountable to him;
  • Ensure that project coordinators and other project staff members are acquainted with and follow procedures outlined in the LWF program operations manual and other guidelines;
  • Ensure that all project interventions are undertaken in accordance to LWF Ethiopia’s policies and globally accepted guidelines, including the LWF Code of Conduct, the Sphere standards, the CHS, and relevant IASC guidelines

    Planning, monitoring, evaluation and reporting duties

  • Promote partnership and collaboration with people of concern and primary focus groups throughout the project cycle, as central to overall accountability;
  • Take lead in project proposal development and coordinate report writing for projects under his/her supervision
  • Prepare project budgets and work plans for the projects accountable for him and closely supervise that all project activities are in keeping with approved budgets;
  • Ensure that implementation of activities of the projects under his/her supervision are carried out in accordance to the objectives of the approved project documents;
  • Ensure effective utilization of funds/resources of the development programs under his/her supervision;
  • Ensure that project officers prepare procurement plans annually and participate in the procurement processes related to projects under his/her supervision ensuring that correct procedures are followed;
  • Ensure that the necessary logistical arrangements are in place for the project offices
  • Ensure that needs assessments, baseline studies, mid-term and terminal evaluations of the projects are carried out timely in projects under his/her supervision according to agreed arrangement with the donor and government;
  • Ensure that exit strategies and plans are prepared and carried out in a timely manner for projects phasing out and ;
  • Ensure that the linkage between Relief, Rehabilitation and Development (LRRD) and Disaster Risk Reduction (DRR) approached are incorporated into the project under his/her supervision;
  • Ensure mainstreaming of LWF Ethiopia’s
    cross-cutting issues of gender equity, HIV&AIDS and environmental protection throughout the emergency response and strengthen gender sensitivity in all activities;
  • Ensure compliance with LWF’s policies in child rights and inclusion of persons with disabilities;

    Liaising duties

  • Maintain liaison with relevant regional government officers including facilitation and acquisition of operational agreements;
  • Maintain liaison with relevant donors and partner organizations;
  • Promote cooperation with relevant national Food Security and Livelihoods networks and/or institutions;

    Technical advisory role

  • Assess sustainable development situation and monitor the risks for natural disasters in the regions and projects under his/her supervision, draw up contingency plans for timely response in coordination with the government offices and other stakeholders, and monitor the implementation of the plans;
    Provide strategic overview and act as a focal point in sustainable development related issues in, including planning, monitoring and provision of technical backstopping for agricultural, natural resources conservation & management, value chain, credit & saving initiatives and income generation activities;
  • Provide support and technical training in sustainable development related issues for the project staff as deemed necessary and make sure that technical project staff have the required skills for their positions;
  • Advise LWF ET Management in all matters related to Sustainable Development Program specialty including identification of specific areas of interventions and institutional needs for capacity development by using inter-sectorial policies in all areas related to sustainable development.
  • Promote awareness and understanding within the staff members with regard to the norms and standards of inclusive and sustainable development;
  • Ensure that sustainable development issues are systematically addressed in the LWF ET strategic planning and results-based management processes

    Employment Term: One year with high possibility of extension

    Job Requirements

    Required qualification and Work Experience:

  • MSc or BSc in Economics, Agricultural Economics, Development studies, Disaster Management or other relevant Social Science Fields
  • 6 years of experience in sustainable development and emergency programming with 3 years of managerial experience

    Key competencies:

  • Excellent written and oral English Language skills required
  • Strong project management skills; and solid working experience in WASH specially for emergency settings
  • Knowledge and experience in resilience and disaster risk reduction
  • Commitment to accountability to disaster affected communities;
  • Experience in managing a team of staff and providing coaching and support;
  • Experience in monitoring and donor reporting;
  • Excellent computer skills including Word, Excel and PowerPoint;
  • A strong organizer who is able to multitask and meet deadlines, including the ability to work flexibly in a fast paced and rapidly changing context;
  • Ability to work sensitively and diplomatically, including experience of working with partners and diverse groups of people;
