Job Overview / Summary
  • The IRC’s AAP and Protection Manager will oversee an IDP and host a community Protection program in Adamawa and Yobe states under the supervision of the MEAL/Protection coordinators with the dotted line reporting to the Field coordinator.
  • In this capacity, the Manager will be responsible for day-to-day supervision and oversight of the Protection Officer, Legal Officer, Training and Capacity Building Officer, MEL officers, Community Outreach and CFM assistants as well as various protection/MEAL/CFM activities, budget management, administration, and implementation of the requirements of the programs.
  • The AAP and Protection Manager will be based in Damaturu with an oversight function to the Adamawa field office and will work closely with other IRC sector managers and partner organizations implementing the WFP program in Adamawa and Yobe states.
  • This position will report to the Protection and Rule of Law Coordinator and receive technical support from the Protection and Rule of Law Coordinator.

    Major Responsibilities

    Program Management & Development:
  • Create and execute a work plan, spending plans, procurement plans, and related systems to ensure that project deadlines are met, and targets achieved.
  • Supervise and coach the Protection Officer and support Protection Officers to ensure protection mainstreaming during distribution at each distribution point under IRC supervision.
  • Support the Protection officer to conduct protection monitoring during the distribution and analysis the identify issues and share with the cooperating partner/ in-charge of the distribution for future improvement as well as WFP in copy.
  • Supervise and coach the MEAL officer Protection Officers and indirectly CFM/MEAL Assistant to carry out awareness-raising on the distribution date and entitlement of each beneficiary.
  • Support the MEAL/Protection Officers in maintaining a good working knowledge of available entitlement and the selection criteria for each category distribution from WFP implementing through the cooperating partners, and an ability to make appropriate referrals to those services during protection monitoring and community outreach activities.
  • Mediating support between WFP and the team by a collection of the protection tools, CFM tools, and Verification tools and ensuring adherence to the standing protocols in Adamawa/Yobe.
  • Plan, support and facilitate all community structure capacity building and training community-based protection mechanisms and support, the maintenance of the PAGs throughout the LGAs of implementation.
  • Support staff to conduct protection mainstreaming activities, including guidance and documentation of strength and gaps at distribution sites including WFP General Food Distributions to ensure that protection principles are prioritized in service delivery and that vulnerable IDPs and host community members have equal access to services.
  • Support other protection programs as needed, including Child Protection and Women's Protection and Empowerment.
  • Support and ensure the timely establishment of a help desk at every distribution point in all LGA under the supervision of IRC.
  • Ensure availability of canopy, mat, crown free location for the help desk during distribution at all distribution points and ensure protection mainstreaming the distribution point setup.
  • Ensure daily collation and timely sharing of the feedback/complaint received during distribution from clients to WFP for their support and equally sharing of response to clients.
  • Support community outreach activities and awareness on feedback channels and importance of sharing feedback, and how feedback will be used to inform decision-making.
  • Support the CFM staff will all logistically require for field activities and ensure the availability of all the tools required for the collection of feedback.
  • Lead CFM planning for training of the community structure to support with dissimilation of information

    Staff Management:
  • Assist in the Recruitment of staff as required by the MEAL/Protection Coordinator in conjunction with the Human Resources Department.
  • Ensure good team
    management to optimize team capacity and performance.
  • Build the capacity of Protection/CFM/MEAL Staff to improve their range of capabilities related to Protection monitoring, verification, and safeguarding.
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly.
  • Provide leadership, guidance, and support to the MEAL/CFM/Protection Team through regular supervision and feedback on performance.

    Grants Management and Reporting:
  • Manage and oversee grants; develop and maintain work, spending, and procurement plans for all projects.
  • Participate in Grants Opening, Mid-Term, and Closing meetings.
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required.
  • Ensuring effective implementation of M&E systems throughout the lifetime of the project.
  • Manage the project budget; review monthly Budget vs. Actual, Weekly consolidated PRTS and expenditure sheets and collaborate with the Supply Chain and Finance department to ensure accurate expenditures and reporting.

    Representation & Coordination:
  • Actively participate in coordination mechanisms with partners, IDPs, and host community leaders to ensure information sharing and coordination of interventions, and to enable meaningful participation of both IDPs and host communities.
  • Liaise with partners, particularly through the AAP working group, and protection sector working group/coordination mechanism, to share findings and any issues of relevance and/or concern related to the local context or broader trends.
  • Establish relationships with other NGOs, international organizations, and government offices, particularly those working on empowerment like Women and Youth Affairs, and protection, and participate in relevant coordination forums.

    Minimum Requirements
  • A Degree in Law, International Law, Human Rights, or International Affairs and related field with four years of relevant experience in MEAL/Protection programming in a displacement setting.
  • A Master's Degree in Law, International Law, Human Rights or International Affairs
  • Minimum of two years of professional experience in MEAL/protection programming in a displacement setting.
  • Previous working experience with WFP-funded projects is an asset.
  • Strong understanding of protection principles and likely protection concerns arising in the Nigeria context as well as conflict sensitivity
  • Experience in complex emergencies and the ability to live and work in a very remote environment.
  • Ability to work under pressure and without daily supervision.
  • Demonstrated skill in staff management in a cross-cultural environment.
  • Demonstrated analytical skills and report writing experience required.
  • Strong interpersonal, intercultural, and communication skills
  • Excellent oral and written skills and computer skills
  • Fluency in English, both oral and written
  • Fluency in Hausa, both oral and written in obligatory IRC is an Equal Opportunity Employer

    Computer/Other Tech Requirements:
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. Add position-specific (e.g. accounting software, statistical software, etc.).

    Ability to Travel:
  • 40% of the time.
