The International Cooperation Agency of the Association of Netherlands Municipalities Expert on governance of service delivery and investments Jobs in Uganda


Responsibilities

  • Assist the participating district local governments (DLGs) to develop multiple scenarios based on a situational analysis, as a means to assist community leaders in decision making with regards to service delivery and investment strategies for the future;
  • Support the participating DLGs in prioritising initiatives, as suggested by humanitarian partners/ NGOs/ citizens against their own scenarios/ district development plans;
  • Identify the common ground between the strategies of the DLGs and other governmental actors (e.g. a ministry) and international aid organizations (e.g. UNDP/ UNHCR/ EC) working in the refugee settlements and districts;
  • Support DLGs in their compliance to financial management;
  • Support the positioning of DLGs in the humanitarian- development nexus: Provision of hands-on Technical Advise (TA) to UNHCR/ OPM/ humanitarian partners where needed, as to ensure durable solutions for DLGs in relation to service delivery and investment support;
  • Provide guidance to short term expert interventions on the ground;
  • The Expert on governance (planning, financial management etc) of service delivery and investments will continuously engage with the other experts in Northern Uganda and the expert in Kampala to implement and monitor the project.

    Qualifications

  • Relevant completed higher educational degree (political science, governance, economics, public administration, or equivalent).
  • Minimum of five years of relevant practical work experience in the field of planning & financial management
  • Proven experience in working with and understanding of the local government sector in Uganda
  • Proven understanding of local government processes in relation to service delivery (planning, financing, procurement)
  • Experience in and able to build and sustain a network of people, organizations, and partners in sectors relevant for the implementation of Making the Nexus Work;
  • Experience with working in a political sensitive environment;
  • Minimum of 7 years of experience with implementation and monitoring of international and donor-funded capacity development Programmes for local governments;
  • Experience with good governance, gender and sustainability concepts is considered to be an asset;

    Responsibilities

  • Assist the participating district local governments (DLGs) to improve the planning and implementation capacity, in terms of service delivery with regards to waste management, governance of food security and managing the agricultural potential, where possible based on lessons learned in other Ugandan district local governments;
  • Act as a coach and trainer, to guide DLG staff in their daily functions related to waste, food security and agriculture;
  • Provide technical/ hands on advise to UNHCR/ OPM/ humanitarian partners where needed, as to ensure durable solutions for DLGs in relation to waste management, food security and agriculture;
  • Provide guidance to short term expert interventions on the ground;
  • The Expert on the governance of waste, food security and agriculture will continuously engage with the other experts in Northern Uganda and the expert in Kampala to implement and monitor the project.

    Qualifications

    The International Cooperation Agency of the Association of Netherlands Municipalities Expert on Community Development Jobs in Uganda

    Responsibilities

  • Support DLGs community outreach campaigns, as to assist host communities and refugees, including vulnerable groups, such as women, youth, elderly, people with disabilities and people with HIV/aids, in understanding their basic rights, the obligations of the government and help them raise their voice in DLGs decision-making and accountability mechanisms;
  • Support the improvement of district level dialogue and the alignment of participation mechanisms for both host and refugee communities;
  • Assist DLGs to use and translate the information into LG (scenario) plans;
  • Enhance DLGs knowledge on accountability and transparency mechanisms, provide exposure to international norms in service delivery and the importance of inclusivity, where possible based on lessons learned in other Ugandan district local governments;
  • Facilitate district peer-to-peer learning on governance;
  • Document case based evidence on example modalities (district development plans, scenario planning tool, training material) as to provide input to policy development (Ugandan & international humanitarian and development sector);
  • Provide guidance to short term expert interventions on the ground;
  • The Expert on Community Development will continuously engage with the other experts in Northern Uganda and in Kampala to implement and monitor the project.

    Qualifications

  • Relevant completed higher educational background (social science, political science, governance, public administration, or equivalent).
  • Minimum of five years of relevant practical work experience in the field of community development
  • Proven experience in working with and understanding the local government sector in Uganda
  • Experience in and able to build and sustain a network of people, organizations, and partners in sectors relevant for the implementation of Making the Nexus Work; already having a local government network is considered to be an asset;
  • Experience with working in a political sensitive environment;
  • Minimum of 7 years of experience with implementation and monitoring of international and donor-funded capacity development Programmes for local governments;
  • Experience with good governance, gender and sustainability concepts is considered to be an asset;
