Background

Global Alliance for Improved Nutrition (GAIN)-Swiss based foundation and having its registered country office in Ethiopia to operate as a foreign charity Organization, is established to reduce malnutrition by supporting food fortification and other sustainable nutrition strategies in order to save lives and improve health, productivity, and cognitive function.

GAIN mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition.

Our programs in Africa and Asia enable better diets via nutritional products, such as fortified staples foods, including cooking oil and flour, and condiments like salt and soy sauce.

We also support improved maternal and infant health by promoting breastfeeding and specialized products for infants over six months and young children.

In addition, we are partner with local businesses to improve the quality of food along agricultural value chains. By building alliances that deliver impact at scale, we believe malnutrition can be eliminated within our lifetimes.

In line with the adoption of the Ethiopia Government of International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards (IPSAS), through the Financial Reporting proclamation No. 847/2014.

It has become mandatory for GAIN Ethiopia to adopt IPSAS to meet its financial reporting requirement. One of the public interest entities that are subjected to the adoption of IPSAS are Charities and Societies.

As one of the civil society entities operating in Ethiopia, GAIN Ethiopia has been registered by Accounting and Auditing Board of Ethiopia (AABE) as a reporting entity

GAIN Ethiopia had made some preparations/changes in bridging the gap with IPSAS requirements.

So now GAIN Ethiopia would like to hire a consultancy firm that can assess and identify remaining gaps and provide technical assistance/consultancy services in the adoption and overall implementation of IPSAS.

Objective of the Assignment

The assignment will have the following five objectives:

  • Conduct gap analysis on the overall current state/practice and procedures of GAIN Ethiopia; evaluate the impact of accrual based IPSAS on the current state and recommend actions to be taken
  • To develop
    an IPSAS policy framework in line with the existing financial policies and procedures based on identified gaps and agreed areas.
  • Provide technical support on the conversion/implementation of IPSAS to GAIN Ethiopia.
  • Support implementation of accrual basis of IPSAS in preparing the annual financial statements.
  • Assist GAIN Ethiopia with IPSAS compliant financial statements until its submission of first audited IPSAS compliant financial statement.

    Job Requirements

  • As a minimum basic requirements the consulting firm should have the following qualifications and experience to carry out the assignment:
  • General experience: at least 3 Years in the field of accountancy in the public/ private sector.
  • Specific experience: the consultant must have at least one-year experience in the field of international public/ private sector financial reporting standards (i.e. IPSAS/IFS)
  • Special requirement: consultant having experience with the study of similar assignments (IFRS/IPSAS), especially current contract agreements with similar organization on IPSAS implementation shall have added advantage.
  • Company /Firm/ Business registration certificate with AABE and other applicable government registering office
  • Renewed Trade License
  • The Technical and Financial proposal documents should be submitted in Two Separate Envelopes each sealed and stamped.
  • Late or incomplete bids will not be accepted.
  • Bidders must comply with the specifications/requirements. Selection will be based on best value and technical competency
  • Issuance of Technical and Financial Proposals does not constitute award/contract commitment by GAIN.
  • GAIN reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
  • GAIN has the right to cancel the bid (in whole or part), (in whole or part), or change the consultancy assignment, for the interest of GAIN.
