The Fred Hollows Foundation – Ethiopia has been registered and licensed by The Federal Democratic Republic of Ethiopia Charities and Societies Agency in accordance with Charities and Societies Proclamation No. 621/2009, and certificate number 2985, on 4 March 2013.

Position Overview

The Fred Hollows Foundation Ethiopia (FHFE) is currently looking for a project closeout consultant (individual consultant) in Ethiopia to support the MMDP project closeout.

MMDP is a USAID supported trachoma elimination project that has been implemented by the Fred Hollows Foundation for the past four years and about to end in April 2019. The FHFE has committed to accomplish the closeout phase effectively as per the requirement of the donor and the Ethiopian government procedures.

A closeout team is established to organize the closeout at national level and looking for a consultant who will closely work with the team. The consultant is responsible for ensuring a smooth closeout of MMDP project.

S/he will work under the supervision of the TT surgery program Manager and in close coordination with FHFE MMDP project closeout team.

The closeout consultant in addition to closeout activities, will also oversee the implementation of MMDP project transition to the routine health system in Woredas attained their TT UIG.

The consultant will develop and maintains project closeout plans, schedules and budgets; manages multiple vendors to obtain appropriate approvals and resources Verify project documentation (Invoicing, correspondence, manuals, reports etc.) for the ending project.

H/she is also responsible to ensure all TT surgery data are documented at district level as per agreed standards in the country.

Job Requirements

Qualifications:

  • Minimum of BSc in public health /BA in Management or MPH/Masters in management with 4 years experience

  • Knowledge and skill of effective use of Word and excel

  • Good
    communication skills

  • Experience managing scope and risks in client projects

  • Experience using project management tools

  • Ability to work without much direction

  • Speaking and writing fluently in English is required and ability of local language is a plus

  • Experienced in report writing, document editing and formatting

  • Excellent time management skills, resourcefulness, with strong attention to detail

    Essential Responsibilities & Requirements

  • Knowledge and experience of closing projects/programmes particularly USAID supported development programmes.
  • Work with program team and the close out team to verify all closeout check-list requirements are received and filled and submitted before the deadline.
  • Work with operational closeout team to verify fixed assets, enter into the property inventory form and submit to the team and correctly record items which will be issued to the districts.
  • Assist in verification of receipt of all required documentation from vendors.
  • Work with program and finance team at country level, clusters and government partners on correct documentation.
  • Work with the finance team to prepare final financial report. Ensure MMDP project financial report is incorporated in the overall financial reports with input of the grant coordinator.
  • Provide oversight to analysis and reporting of all training programme data including all participant data for each training provided by MMDP.
  • Lead on the project final narrative report and organize lessons with inputs provided by closeout team members.
  • Support any other close-out demands/requests
