Background

The Congregation of Our Lady of Charity of the Good Shepherd (RGS), Eastern Central Africa Province (ECAP) is an international apostolic religious Institute whose mission of reconciliation reaches out to the poor and vulnerable members of the society with a special attention to women, girls and children.

Our Lady of Charity of the Good Shepherd endeavours to empower this target group through diverse interventions and give them hope in life.

In the Province (Kenya and Uganda), the Congregation has grown both in number and geographical coverage as well as scope of fields of activities. Currently RGS-ECAP are implementing programmes under the fields of Health, Women/Community Empowerment, Rescue Centres and Livelihoods.

Justice and Peace and Advocacy are cross cutting themes.

Job Summary – Purpose of the position:

The position holder main role ensures effective implementation of ECAP programmes and projects.

The Monitoring & Evaluation Officer facilitates and backstops Programme teams in monitoring, evaluations and reporting. The incumbent ensures Monitoring, Evaluation and Learning (MEL) framework is effectively implemented in line with ECAP guiding procedures and tools.

The Monitoring & Evaluation Officer also contributes within the team in fundraising including proposal writing and building strategic networks and partnerships.

The Monitoring & Evaluation Officer is required, while fostering the same within teams, to uphold the mission, values, and the spirit of RGS.

Key Duties and Responsibilities

  • Lead in M&E planning for each project implemented by RGS-ECAP.

  • Ensure the MEL framework and corresponding project M&E plans are regularly reviewed and updated.

  • Ensure an appropriate, functioning monitoring and evaluation system (offline & online) is in place;

  • Ensure each programme and project implementation is tracked in line with MEL framework and M&E plans towards anticipated results.

  • Assist in the development to project activity work plans and monitor the implementation of the same to ensure that the timelines are realistic and achievable.

  • Develop data collection tools, validate the same with the users (programme teams).

  • Build the needed capacity among the project teams to correctly use the M&E tools for data collection and reporting.

  • Develop appropriate monitoring and evaluation databases to store, analyse and present relevant information to the key stakeholders.

  • Support the MDO Programme Manager and Programme Directors in preparing monthly, biannual, and annual reports in compliance with ECAP/MDO and donor policies.

  • Coordinate and lead programme/project evaluation assignments.

  • Document at least one best practice and/or success story in each quarter and share with program managers and partners.

  • Plan and implement programme/project learning review meetings
    with teams and document lessons learnt.

  • Coordinate activity progress reporting and ensure quality reports are timely submitted from Programmes.

  • Periodically assess the functionality status of the online M&E system and ensure it serves the intended purpose.

  • Any other responsibilities that may be assigned to the jobholder by the supervisor from time to time

    Resource development

  • Supporting the MDO Director, Programmes Manager and Programme Directors in proposals development, grant amendments and reports for introduction to the donors. Provide the GSIF in Rome with the needed inputs for proposal development.

    Qualifications, Skills and Experience

    The successful candidate must demonstrate technical versatility, having hands-on experience in monitoring & evaluation preferably in the fields of health, agriculture, protection and education.

    The Ideal Candidate Will Have:

  • At least a Bachelors’ degree in project management, monitoring and evaluation, development studies, community development, monitoring and evaluation and/or other related qualifications. Training and qualification on M&E is required.

  • Minimum five years of experience in monitoring and evaluation in work in large and diverse teams in complex set-ups.

  • Programming knowledge in the fields of women empowerment, child development, enterprises development, agriculture, health, and education is an advantage.

  • Excellent written and spoken English with strong communication skills.

  • Broad knowledge and awareness of current issues in the fields of development, management, and familiarity with international and national children’s rights, as well as needs based /rights based /theory of change, evidence-based and sustainable approaches to development.

  • Significant experience in networking with local and international NGOs, donors, Ministry level partners and local community-based organisations.

  • Knowledge and experience in programme planning, design, implementation, and monitoring, evaluation and learning.

  • Proven computer skills and knowledge of Microsoft software including MS, Word, Excel, PowerPoint. Working knowledge of a statistical package, e,g, SPSS is desirable.

  • Previous working experience with faith-based organizations and understanding of religious life is a strong advantage.

  • Holistic mission orientation and strong commitment towards social justice and human rights.

  • High integrity, honesty, and confidentiality; ability to deal tactfully and discreetly with situations, people and information.

  • Willingness to work in inclusive and multi-cultural environments. High degree of flexibility and adaptability to different contexts is desirable.
