Our client, an International NGO, BOMA Project (https://bomaproject.org/) seeks to recruit a Scale Partnership Manager (Anglophone) to be based in Kenya (for Kenyan Nationals) or based in Ethiopia (For Ethiopian Nationals working remotely) with frequent travel to Anglophone countries in Africa including Ethiopia, Uganda, South Sudan and Burkina Faso

The Scale Partnership Manager (Anglophone) will be responsible for managing existing partnerships across BOMA’s expanding portfolio of programs in Africa, and supporting the development of new partnerships and programs, with an initial focus on South Sudan, Uganda, Ethiopia and later to other Anglophone countries.

The primary functions are to establish and ensure strong partnership relationships, delivering on commitments and providing day-to-day support for high quality program implementation. That includes catalyzing new program development, seeking out initiatives & partnerships in non-presence countries and overseeing inception and implementation to meet BOMA Project demand for growth and expansion in Africa.

Key Accountabilities

Scale Partnership Management

  • Provides leadership for the implementation of Scale Partnerships in alignment with the overall Boma Project initiatives.

  • Provides operational support to Program Department and implementing partners teams to expand to new geographies to ensure effective planning, implementation, budgeting and efficient communication flows.

  • Ensures that the partners receive adequate support on finance, logistics, HR, reporting and other organizational requirements.

  • Builds a close, two-way working relationship where partners are respected, listened to and supported and creates an open channel to discuss challenges and constraints as they arise

    New Partner and Project Development

  • Initiatives partner mapping and facilitates the identification of implementing and strategic partners for growth and expansion and conducts mutual appraisal and risk assignment.

  • Identifies, evaluates opportunities for partnership development and expands strategic Scale Partnerships by initiating innovative and ambitious partnerships to achieve the ongoing efforts in advancing Boma Project priorities across Africa.

  • Facilitates effective negotiation, development, appropriate signing, and management of partnership agreements for partners and the BOMA Project.

  • Sets up a monitoring agreement with each partner, with a dual emphasis on compliance and risk management for funds, as well as a monitoring plan to ensure implementation of good quality programs.

  • Design and provide input to strategic programs and projects, with cost-effective, data-driven approaches.

    Program Implementation and Quality Assurance

  • Ensures BOMA delivers on commitments laid out in partnership framework and agreements.

  • Leads the monitoring of partners’ progress in the implementation of program activities and expenditure.

  • Lead and ensure development of appropriate tools and systems to enhance coordination, track commitments and opportunities with partners, and strengthen coherence and cohesion of overall positioning of BOMA in the partnership framework.

  • Ensures proper stewardship of project resources, and adherence to the various government and
    donor policies and regulations.

  • Ensures the integration of partners’ voice into program planning and the development of innovative projects.

    Monitoring, Evaluation, Learning and Reporting

  • Responsible for providing timely performance reporting against targets and strategy, for internal and external stakeholders including quarterly board reporting.

  • Leads the annual partnership reviews for improved relationship and effective attainment of the partnership objectives.

  • Supports partners to continually carry out self-capacity assessment and capacity building plans.

  • Identifies best practices and incorporates new ideas for partnership building.

    Risk Management

  • Identify and mitigate risks and flag for senior managers; constantly be alert to and avoid partnership risks.

  • Responsible in building partners and staff competencies in the management of partnerships; and in ensuring risks in partnership relationships are reduced to the barest minimum.

    Other Duties

  • Contribute to strategic planning, annual planning and budgeting and other program planning processes, and ensures that implementing partners are involved where appropriate.

  • Contribute to the design of programs that are data-driven and cost-effective in close consultation with relevant teams and lead integration of partner ideas and objectives where possible.

  • Contribute to establishment of and functioning of a strong, effective and coordinated team.

    Qualifications:

  • A Bachelor’s degree preferably related to Project Management, international development, Development studies, international relations or agricultural sciences, natural resource management, international development, economics, rural development, or another relevant discipline.

  • A minimum of 7 years of relevant progressive professional experience in Programs Management, strategic Partnership development with at least 2 years’ experience in a similar role.

  • Experience in successful track record of negotiating successful partnership(s), partnership development, maintaining and working with senior partners.

  • A track-record of program implementation preferred, taking projects from strategic to operational within a relatively short amount of time.

  • Strong planning, budgetary, Project management and implementation experience

  • Prior experience in an NGO or working in partnership with NGOs.

  • Excellent verbal and written communication skills in English Language.

  • Previous experience working and travelling outside your home country and in the Eastern Africa desirable
