Job Summary

The Financial Controller (FC) will serve as a key member of the BOMA’s Senior Leadership Team (SLT) and will be responsible for managing BOMA’s Finance Operations with the goal of ensuring that BOMA’s mission is implemented in accordance with Donor requirements and BOMA’s policies and procedures.

As part of this role, the Financial Controller will be primarily responsible for supporting the Executive Committee (EXCOM) to effectively manage the Business Unit's finances, ensure that all risk management and accountability provisions are adhered to, manage all financial and contractual processes associated with Grants and lead and manage all those who are involved in Finance activities.

Duties and Responsibilities

Financial Planning and Management

  • Support the Executive Committee (EXCOM) and respective Budget holders to effectively manage the Business Unit's finances to achieve value for money and compliance with BOMA and Donor Policies:

  • Lead the development and implementation of systems, policies and procedures to ensure all financial transactions of BOMA are monitored for conformity with internal controls and in line with the approved governance and financial risk management guidelines.

  • Support efforts in broadening BOMA’s funding base, in particular by supporting the development of funding proposals.

  • Support the EXCOM and Budget Holders in the preparation of annual forecasts; ensuring comprehensive and accurate identification of all project costs and the accompanying revenues (Restricted and Unrestricted) with timelines.

  • Analyse and report financial information pertaining to grants and sub-grants in order to provide budget holders with timely advice concerning effective financial management, non- compliance; support any budget revisions as required.

  • Develop and submit financial reports according to the reporting schedule, including other required internal reports within agreed deadlines (Pipeline report, monthly management accounts and donor reports)

  • Manage the treasury operations of BOMA, ensuring that there is sufficient operational cash for both day-to-day activities as well as cash for strategic activities.

    Risk Management & Accountability

  • Ensure that all risk management and accountability provisions are adhered to by both BOMA staff and Implementing Partners:

  • Support BOMA's Senior Leadership and Management in identifying and mitigating the risks associated with BOMA’s financial activities; including proactively contributing towards the development and implementation of policies and procedures for managing the following:

  • Financial Proposals/ Budgeting

  • Identification and selection of Partners

    Contracting

  • Sub-grants tracking & accountability.

  • Ensure that BOMA’s annual operating plans are executed within the agreed budget and plan; collaborating with Budget holders to ensure that Donor accountability requirements are respected and implemented by all project staff and partners.

  • Prepare for and cooperate with all internal and external audits and ensure effective implementation of all audit recommendations.

  • Coordinate team members to ensure that all compliance/due diligence checks are conducted per the Risk Management Policy.

    End -to- End Grants Management

  • Manage all financial and contractual processes associated with the management of grants, from start up to close-out according to BOMA Grants Management policy and Donor requirements:

  • Keep abreast of best practice in grants management and, especially, of changing (or new) donor and legislative requirements and
    ensure that BOMA’s grant management system is updated accordingly.

  • Liaise with the CTO to ensure that BOMA’s Finance and Grants management system is effective for achieving value for money, accountability and efficiency in our finance operations.

  • Coordinate the process of contracting with donors and partners; ensure that all required financial & contractual documentation is compiled, organized, disseminated and stored according to BOMA’s procedures.

  • Lead the development of BOMA’s grantee guidelines to support implementing partners grants management.

  • Monitor the monthly program budgets and reports and conduct relevant analysis to facilitate timely and accurate reporting to donors and partners.

  • Three months before project close out, notify all stakeholders (partners and project team); prepare close out checklist & close out letter and ensure that all close-out procedures are followed.

    [Leadership & Empowerment of the Team

  • Lead and manage all those who are involved in Finance activities in a manner that empowers and motivates them to deliver BOMA’s goals and objectives:

  • For each aspect of Finance Operations, ensure that the Finance and Grants Management Teams are deployed and given clear expectations; aim to accomplish departmental goals in the most cost-effective and impactful manner possible.

  • Support and build the capacity of team members (Finance and Budget Holders) to enable them to give of their best in managing their budgets and other finance management activities.

  • Work with COO to monitor the budget for the Finance unit; ensuring that financial resources are managed in accordance with BOMA’s procedures and that optimal value for money is achieved.

    Educational Requirements:

  • Bachelor’s Degree in Finance, Accounting, Commerce, Economics or Business Administration.

  • Professional qualification such as
    ACCA, CPA or its equivalent as a Master’s Degree in Accounting, Finance

    Minimum Required Experience:

  • A Bachelor’s/Master’s degree in finance/accounting, or any other related field

  • Professional qualification in CPA (K)/ACCA

  • At least 12 years’ experience in Finance Management in a medium to large sized donor funded organization at least 3 years in a director / head of finance role.

  • Knowledge and experience with bilateral and multilateral donor funding rules and regulations is strongly preferred.

  • Experience in financial management, including developing and monitoring budgets and financial reporting.

  • Experience of working with partner organizations in relation to grants management.

  • Effective communication skills and the ability to interpret, apply, and communicate complex regulations, provisions, policies, and procedures is necessary.

  • Experience with large, broad-based global finance management and accounting systems is preferred.

  • Strong working knowledge of the Microsoft suite of work products is required
