Job Description

Short Description of the Position

Kunzila horticulture industry development is one of three prospective horticulture corridors identified by the government of Ethiopia; the other two being Shalla and Alage.

The Kunzila site is located in Amhara Regional State, 54 km from Bahir Dar on the west side of Lake Tana with a total land size of 526. In relation to the floriculture investment, several steps have been taken to reach common understanding among different stakeholders over the last two years.

Among others there were series of dialogues among regional and local government, community members and investors about the planned investment.Moreover, various other stakeholders have been brought on board for the wider Integrated Sustainable Development Plan for the Kunzila Watershed area, including IDH for further community engagement, SNV Horti-lifefor small-scale horticulture development; SNV BRIDGE-program for dairy activities around the commercial horti-cluster, SNV WASH for WASH-activities around the commercial horti-cluster, WLRC for watershed management and potentially others.

The overall processes in relation to Kunzila Horticulture development are led by Amhara Industry and Investment Bureau (AIIB) with the support of other regional authorities, Embassy of Kingdom of the Netherlands (EKN) in Addis Ababa, Ethiopian-Netherlands Trade for Agricultural Growth program (ENTAG), Netherland Enterprise Agency (RVO.nl) and Ethiopian Horticulture Producers Association (EHPEA).

In order to speed up and drive implementation of key activities for the next three to five years, asenior project manager is needed to install a sound coordination structure within AIIB, for AIIB to take over the process management of the implementation of the wider Integrated Sustainable Development Plan of the Kunzila Watershed after a few years. .

Key Roles and Responsibilities

Partnership Facilitation

  • Acts as a principal contact person to the core group (regional government & investors) in relation to all activities related to Kunzila Watershed development.
  • Responsible for coordinating, monitoringand following up plans and activities of different regional and federal offices relevant for the successful start of Kunzila Horticulture Development (KHD)(Offices such as- agriculture, road, electricity, environment, urban planning etc).
  • Network with other potential partners and update core group and ENTAG on progresses.
  • Keep smooth working relationship among partners by creating synergy and ground for shared vision.
  • Support for a smooth working relationship by facilitating information flow, organizing regular and ad hoc meetings & assisting in resolving bottlenecks for the different parties.
  • Act as a node between grass root and higher-level partners to facilitate establishment of sound partnership from the beginning. This could also include partnerships with NGOs.
  • Initiate and facilitate a dialogue among Kunzila working groups at Regional level, and follow up on agreed actions
  • Translate the PACT into an Integrated Sustainable Development Plan (ISDP)

  • Responsible to monitor and follow-up for smooth implementation of the PACT and Delivery of Integrated Development Plan
  • Provide inputs for the preparation of the ISDP for RVO.nl team.
  • Organize series of missions and consultation sessions to gather inputs for the ISDP and work in partnership with RVO.nl team to gather such information from stakeholders.
  • Support the RVO.nl team in writing and compiling the core contents of the ISDP.
  • Organize a validation meeting for the ISDP at two Levels-Regional and Local.
  • Compile comments of the validation meeting and assist in any further clarification and incorporation of comments.
  • Support
    endorsement and signing off the ISDP as ‘final’ output of this process (although the plan can and will always be a living document as it is updated with new inputs and actors).

    Project Management and Coordination

  • Ensure the KHD PMU Office is organized and operating smoothly
  • Coordinate activities contributing to the implementation of all agreements as set out in the PACT.
  • Make sureproject steering and management team meetings are organized on a quarterly basis.
  • Responsible for planning, partly implementing and monitoring actions agreed on project steering and technical team meetings.
  • Coordinate with IDH/community facilitator in linking grassroots inputs to discussions at higher level.
  • Facilitate scheduled or ad hoc meetings between the regional government and investors as and when needed to resolve any bottlenecks
  • Communicate operational issues to AIIB and ENTAG at least twice a month

    Project Management Unit (PMU) Capacity Building

  • Identify competency gaps within the PMU team and facilitate ways to bridge them
  • Provide coaching, set and follow up on KPIs and monitor delivery of the PMU team for better execution of KHD
  • Ensure active participation of AIIB (and other regional authorities with a role in the PACT)
  • Ensure local capacities are built and ENTAG interventions phase out over a period of few years
  • Establish a strategy for a spinoff effect towards other departments within AIIB

    Communication

  • Proactively communicate project progress as well as important & urgent issues to the relevant parties
  • Revise and update the Communication Protocol that was developed for Kunzila ISDP and ensure all parties are guided by and actively use this Protocol.

    Leadership and Management Competences

  • Proven track record in project management and coordination.
  • Hands-on and pro-active approach; able to work independently without daily guidance from higher level.
  • Outstanding diplomatic, influence and persuasion skills to keep synergy and harmony among people and understanding the balance between active coordination and more hands-off monitoring.
  • Leadership in a coaching manner: able to delegate as soon as possible, but monitor and coach the team members when giving them responsibilities (capacity building on the job).
  • Mastery in demonstrating personal effectiveness and delivering results.
  • Outstanding Process Management skills in planning, monitoring, organizing and reporting.
  • Strong understanding of cross-cultural value differences and stay proactive to act as a connector.
  • Strong analytical and critical reasoning and problem-solving skills.
  • Champions in fostering partnership and stakeholder relationships.
  • Ability to perform under stress with minimal supervision and able to handle multiple tasks at a time in calm and organized manner.

    Type of employment: 9 months with Possibility of extension

    Technical Competencies

  • Proven track record in partnership in the context of Public-Private Partnership.
  • Sound understanding of business and public priorities and their working culture.
  • Proficiency in Microsoft Word, Excel and PowerPoint packages.
  • Sound understanding of environmental and social compliance requirements of the horticulture industry is a plus
  • Good knowledge about agricultural practices is a plus

    Education, Work experience and Language

  • Educational background in Business Administration, Project Management, Agribusiness, or any other related field.
  • At least 5 years hands on senior management experience in project / process management, market development
  • Proficiency in spoken and written English and Amharic languages is a must
