Context:

Terre des hommes Foundation is an independent, neutral, and impartial Swiss organization founded in 1960, dedicated to bringing about significant and lasting change in the lives of children and young people, especially those most at risk.

Tdh ensures their well-being and the effective implementation of their rights as defined in the Convention on the Child’s Rights and other human rights instruments.

To make a difference, Tdh focus our efforts on maternal and child health, children and young people in migration situations, and access to justice.

Tdh promotes the active participation of children and young people to empower them. We advocate for their rights and support them in expressing their needs and interests. Tdh works in fragile contexts and conflict zones, as well as in more stable environments.

Tdh is present in Kenya since 2011. Currently Tdh is providing protection services for children and families affected by migration, natural crises and poverty in Dadaab refugee camps, in Garissa County, and in Korogocho informal settlement in Nairobi.

The intervention in Dadaab refugee camps is focused on prevention and response to child protection needs while strengthening protection community-based mechanisms in the refugee operation and its host communities.

In Korogocho informal settlements, Tdh implements early child development activities and child protection activities with a strong community-based approach aiming at decreasing violence against children and strengthening child protection mechanisms.

General Job Description:

Reporting to his/her immediate superior, the Monitoring and Evaluation (M&E) Assistant provides technical and methodological support to operations teams. He/she helps develop monitoring plans and adapt and roll out monitoring tools in compliance with Tdh’s approaches and methods.

The M&E Assistant helps collect, process and analyse data, and ensuresthat monitoring information is effectively communicated. He/she takes part in internal and external evaluation processes in addition to monitoring of project activities.

Main Responsibilities:

Monitoring Plans

  • Implement project monitoring plans, adapt, customise and roll out monitoring tools to meet project and programme requirements. Helps design databases in coordination with the Monitoring and Evaluation Manager and Project Manager

  • Ensure consistency of data collection tools with M&E plans, working in coordination with the M&E manager while reporting any technical or methodological issues.

    Monitoring Activities

  • Support in collecting, collating and tracking data as prescribed in the M&E plan.

  • Supervises and/or supports data collection activities at the field, outreaches and beneficiary assessments while respecting ethical and methodological standards.

  • Take lead in tracking monitoring data provided by project teams using the appropriate tools.

  • Informs the Project Manager and/or MEAL Manager of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.

  • Helps manage and organise M&E information while ensuring that confidential data is protected.

  • Helps recruit, train and supervise research assistants involved in routine data collection activities.

  • Support Data quality assurance processes.

  • Generate monitoring reports.

  • Provide support in Project reviews and learning workshops.

  • To Provide coordinated training to Tdh Program staff and Community on the MoH tools, customised Tools and related data collection processes.

    Communication and Reporting

  • Support in Helps the Project Manager and/ MEAL Manager and development of presentations adapted to different target audiences. Provides the M&E information required to
    write donor reports for use by Tdh and by donors.

  • Support in establishment and operationalisation of a complaints and feedback mechanism in the area of operation.

    Evaluation

  • Supports the internal and external evaluation process (by providing monitoring data, logistical support and assistance in monitoring the results of evaluations).

    Security and Child Safety

  • Understands and applies Tdh`s risk management policies

    Other Professional Skills Required:

  • M & E Experience of at-least 1 year in non-governmental organization

  • BA Degree in Project Management, Social Sciences or Information management

  • Basic knowledge of project cycle management

  • Experience in developing and implementing monitoring tools in the humanitarian aid and development sector

  • Experience in supporting internal and external M&E processes: baselines/endlines, routine monitoring, proposal writing, report writing etc.

  • Familiarity with quantitative, qualitative and participatory data collection methods in the humanitarian aid and development sector

  • Good knowledge of IT tools and experience in using and designing databases

  • Knowledgeable on the CPIMS as well as any other child protection information management systems is
    an added advantage.

  • Demonstrate experience with some or all of the following tools: Advanced Excel (including pivot tables), SPSS, ODK/KoBo toolbox, Ona, etc.

  • Training in M& E from a reputable institution.

    Languages:

  • Fluency in English and Kiswahili. Ability to communicate in Somali is a plus

    Other:

  • Knowledge of the context in the area of operation.

    Child protection Policy

  • Commit to respect the Child Safeguarding Policy.

  • Commit to ensure the best implementation possible of the Child Safeguarding Policy in Kenya, including participation in annual audit, and reviews and updates of action plan.

  • Commit to inform the Country Representative and/or the Field Coordinator to deal with any case of any allegations or possibility of transgression, even potential, of the Child Safeguarding Policy

  • Commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy

  • Commit to ensure the best implementation possible of the Tdh Risk Management Policies

  • Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
