LIWAY is a five-year program implemented by a consortium of partners composed of SNV Netherlands Development Organization (SNV), Mercy Corps (MC), TechnoServe (TNS) and Save the Children International by the financial support from the Swedish International Development Cooperation Agency (Sida).

The overall objective of the program is to contribute to sustainable poverty reduction and social stability in Addis Ababa. The specific objective is to improve the livelihoods of 200,000 poor people, of which at least 50% are women and 75% youth, by increasing their income and access to economic opportunities.

The program will achieve this through activating, catalyzing and promoting market-based solutions to address systemic constraints that undermine the potential of selected sub-sectors in creating jobs and increasing income for women, youth and the poor in Addis Ababa.

In July 2018, LIWAY carried out a gender analysis and developed a comprehensive gender strategy and action plan for the program, which includes targets as well as practical tools and checklists.

However, although LIWAY team members are aware of LIWAY’s commitment to gender, the understanding of and experience working with gender varies significantly between LIWAY staff. Thus, the program seeks a qualified consultant to design and deliver a training to LIWAY staff and work closely with the LIWAY Gender Working Group to do so.

Scope of Work

  • The Consultant will support the LIWAY team on how to practically integrate gender into Market System Development (MSD) analysis, interventions, result measurement and learning.
  • He/she will work with the LIWAY team in providing and guidance and technical support (in person) or remotely. She /he will supporting in reviewing and updating in assessing the Program’s gender mainstreaming to date and identify any gender gaps by conducting and analyzing the results of an internal, rapid “gender audit”. Based on the results of the audit, the consultant will design a customized, two-day training that is based on Market Systems Development (MSD) approaches to help ensure that implementation of the existing Gender Action plan will be effective so that the anticipated LIWAY’s overall gender targets achieved.

    Role and Responsibilities of the consultant

    The Consultant will be working together with LIWAY’s gender working group, on the following key assignments:

  • Conduct a rapid review the LIWAY program’s gender practices to determine the extent to which they are implementing LIWAY’s gender strategy and action plan (July 2018)
  • Analyze and synthesize findings of the gender review in a brief report, which should identify reasons why implementation of LIWAY’s gender strategy and action plan is or is not happening
  • Design customized 2- day gender training based on the gender review findings of the LIWAY program and provide in-depth understanding of gender issues to the LIWAY program by utilizing local examples
  • Design approaches which help the implementing partners to effectively integrate and practice theLi-WAY gender strategy and how LI-WAY team could support them in this process
  • Propose recommendations and areas of amendments to LIWAY Gender Strategy and Action plan for addressing the identified gender related gaps found in LIWAY

    Deliverables for this engagement are as follows:

  • Tool preparation, conduct gender review, analyze findings and write report (7 days LOE)
  • Review existing LIWAY
    gender strategy and action plan and a limited number of other relevant program documents, prepare training materials for gender training and consultation (3 days LOE)
  • Deliver two-day training for LIWAY staff in Addis Ababa and write brief report, including recommendations for next steps(4 days LOE)
  • 14 days LOE Total

    Duration of the assignment and payment modality

  • This consulting assignment will be completed within 25 calendar days upon contract signing
  • 100% of payment will be made at the end of the assignment, once all deliverables have been satisfactorily completed

    Evaluation Criteria and Process

  • TechnoServe will evaluate applications based on the parameters indicated below. As needed, shortlisted candidates may be requested to sit for interview as part of the competition for the award. Below are the criteria and corresponding weights that will be used in assessing the proposals.
  • Note: Minimum passing mark for technical proposal is 70% (or 49/70). Candidates who do not fulfill this minimum result would not be eligible to be considered for this consultancy.

    Job Requirements

  • Masters degree in Gender Studies or other related fields
  • At least 7 years of practical experience working/advising on gender
  • Experience implementing/advising market systems development (MSD) programs and working with private sector partners
  • Fluency in market systems development and/or completion of MSD trainings
  • Deep understanding about gender in the Ethiopian context ; practical and relevant work experience in Ethiopia
  • Experience in leading/facilitating trainings and gender audits/gender reviews
  • Ability to work independently, delivering high-quality end products on time but at the same time a team player, experienced in supporting and building the capacity of others
  • Excellent problem solving and analytical skills
  • Strong interpersonal/people management and excellent oral and written communication skills is a must, including report writing and presentations
  • Strong skills in business software (Word, Excel, PowerPoint etc.)
  • Fluency in written and spoken English required; fluency in Amharic preferred

    Application Process

  • Interested and qualified applicants should submit their proposals in person to TNS in two
    separate sealed envelopes with their name and full package of licenses, resumes and references. The consultant (s) who will actually engage in this task should be all in English language. The consultancy for which they are applying to TechnoServe’s Addis Ababa Office (8th Floor, Rebecca Building, Haile G/Selassie St., Haya Hulet, Addis Ababa).
  • The deadline for application is January 11th, 2019. Applicants are required to submit two hard copies of their financial and technical proposals in separate envelopes. Applications will only be accepted in person. All submissions must be marked with the following reference: TNS/LIWAY Gender Consultancy. TNS will not accept any application received in person after Friday, January 11th, 2019, 5:00PM in the afternoon.
  • The financial proposal should be detailed and include all professional fees as well as relevant taxes. Note that no travel costs are expected to be included in financial proposals because the work will be carried out within Addis Ababa. Costs of trainees, training manuals production, stationary for the training, and conference facilities shall be paid for separately by TNS and are not required to be included in the financial proposal.
