Through our Honey Contract Farming Project, TechnoServe is helping to address the challenges of Ethiopia’s fragmented honey supply chain through a holistic approach that focuses on increasing incomes for men and women smallholder beekeepers in Oromia, Tigray and SNNPR regions.

Objective of the Assignment:

The purpose of this report is to gather data and analyze in a way that will help our team deeply understand the beekeeping input market system. This will enable the design of more impactful, market-based interventions.

Assignment Description:

Design and conduct a beekeeping inputs market systems study of honey, prioritizing specific areas within Oromia, Tigray and SNNPR regions. The Consultant will formulate research questions and collect primary data from actors on the ground in the various regions.

While conducting this input study, the Consultant will consider gender roles and highlight opportunities for input interventions that increase women’s participation in smallholder honey production.

1. Assess men and women smallholder beekeepers’ usage of inputs, including quality of hives and color of hives in use, in prioritized areas

2. Identify and assess relevant market actors and their roles within the input value chain in each area, including a profile and assessment of hive manufacturers that details their production capacity, quality of hives, and hive distribution capabilities

a. Assessment should include major relevant market actors in centralized manufacturing cities as well

3. Identify and assess relevant major market actors and their roles within the honey value chain in each area, focusing on Tej producers, SME processors, SME input suppliers, processors, local collectors and traders, and financial institutions

4. Assess the cost, profit, marketing, and supply and demand dynamics of the value chain

a. Including an assessment of major input suppliers located in centralized manufacturing cities

5. Identify the supply and demand for a range of beekeeping inputs used in each geographic area

6. Identify market linkages and assess strength of linkage between actors. Identify constraints, strengths, and opportunities in the market

7. Analyze supporting functions that enable the supply-demand transaction

8. Research and summarize relevant beekeeping input schemes that were implemented in the last five years or are currently implemented in each prioritized area

Following the conclusion of the studies, the Consultant will synthesize the data, distill insights and, then together with the TechnoServe team, design impactful, appropriate interventions.

Estimated LOE is 40 days, maximum. Estimated project timeline as follows:

  • Question development, methodology building, and logistical planning (6 days LOE)

  • Data collection in 3 areas—locations near Hawassa, Metu, and Wukro (2 data collectors, 4 days per person on average per area, 3 areas: 24 days total LOE)

  • Data synthesis and analysis (5 days LOE)

  • Forming of recommendations
    and insights (5 days LOE)

    Deliverables:

    1. Work plan

    2. Data collection plan, including methodology, questions and logistical plan

    3. Raw data

    4. Draft report - insights and recommendations

    5. Final report- insights and recommendations, incorporating feedback

    Evaluation Criteria and Process

    TechnoServe will evaluate applications based on the criteria and corresponding weights, indicated below. As needed, shortlisted candidates may be requested to sit for an interview as part of the competition for the award.

    Note: Minimum passing mark for technical proposal is 70% (or 49/70). Candidates who do not fulfill this minimum result would not be eligible to be considered for this consultancy.

    Job Requirements

  • Experience studying and evaluating and market-based value chains in Ethiopia in various regions
  • Experience collecting quantitative and qualitative data from various market actors including smallholder farmers, enterprises, cooperatives, government officials and others using a variety of data collection methodologies
  • Experience working with contract farming schemes
  • MA or above in Economics, Business, or Management
  • Minimum of 8 years of experience in consult market assessments, local economic development, value chain development, strategic planning in Ethiopia
  • Proven skills and experience in designing studies and managing field staff
  • Fluency in Amharic and English; additional Ethiopian language capabilities preferred
  • Exposure and/or experience working with smallholder farmers, cooperatives and relevant government stakeholders in Ethiopia
    vVery good understanding of backward and forward linkages between actors in market systems
  • Strong research and analytical skills.
  • Expertise in synthesizing information into a practical report

    TechnoServe Ethiopia invites qualified Consultants to develop and submit a proposal.

    Applicants are required to submit financial and technical proposals separately with full package of licenses, resumes and references for the consultant(s) who will actually implement this consultancy.

    All documents should be in the English language. The deadline for application is March 4th, 2019. Applicants are required to submit a hard copy of both their financial and technical proposals in separate envelopes. Applications will only be accepted in person or via post to the address indicated below.

    All submissions must be marked with the following reference: “TNS/Honey Contract Farming Project, Honey Value Chain Consultancy”. TNS will not accept any applications received via email. TNS will not accept any applications in person or through postal offices after 5:00 pm on Monday, March 4th, 2019.

    The financial proposal should be detailed and include all professional fees as well as relevant taxes. Travel costs will be paid directly by TechnoServe, according to TechnoServe’s standard organizational rates.
