Organization Strategic Goals Summary

The Ministry of Tourism aims to develop the country's tourist destinations in collaboration with various stakeholders and market and promote the destination at national and international levels through competitive marketing and promotional strategies.

The Ministry of Tourism is working to narrow the gap in tourism destination and product development, specifically in carrying out a comprehensive mapping of tourism resources, undertaking product development, designing public-private partnership schemes, developing community engagement mechanisms, and enriching tourist experiences.

Facilitates research on conservation and development of natural and cultural heritages for the benefit of tourism and can cope with the dynamics in the travel world and encourage foreign and domestic direct investments in tourism infrastructure.

Specific Duties and Responsibilities:

Planning and Management

Design destination development programs and conduct master planning for tourism resource development such as historical sites, national parks, protected areas and other types of tourism resources.

Develop a portfolio of architectural and structural designs that will be used for tourist facilities construction, tourist site development and destination development activities around tourist attractions.

Produce detailed blueprints of facilities and infrastructures in tourism destination development initiatives.

Prepare Feasibility studies, design proposals and Compile project specifications for tourism development.

Create building, facilities, and infrastructure designs and highly detailed drawings both by hand and by using specialist computer-aided design (CAD) applications.

Ensure that all work in destination development is carried out to specific standards, building codes, guidelines, and regulations.

Propose locations for tourist facilities development and other forms of tourism development.

Prepare standards and guidelines for engineering and architectural requirements of destination development projects.

Generate ideas for sound destination development projects and evaluate the feasibility of potential projects taking into account constraints such as urban planning legislations, environmental impacts, project budgets and socio-economic impacts.

Prepare conceptual, preliminary and final designs for building tourist facilities, tourism infrastructures and other constructions involving destination enhancement.

Prepare the budget estimation and costing of tourism projects, and assess the potential risks by making suggestions to avoid them.

Ensure tourism projects comply with federal, state and local rules and regulations.

Conduct on-site investigations, analyze data (maps, reports, tests, drawings, and others), and conduct quality control activities.

Design destination development projects, source funding and prepare implementation plans.

Follow architectural trends and advancements to apply them in the country's tourism development programs and projects.

Set standards/guidelines for Eco-friendly architectural designs and compliance with sustainability standards.

Study the Vernacular architectures of project areas and apply them in constructing tourism facilities and service establishments.

Provide guidance and support to overall destination development programs and projects.

Perform other duties as requested by the supervisor or management.

Staff Management and development

Build the capacity of the engineering team within the Ministry through training,

coaching and experience sharing.

Train and coach interns

Monitoring, Evaluation, Networking

Monitor and evaluate destination development projects (budgets, timelines, quality…)

Control destination development projects from start to finish ensuring high-quality, innovative and functional designs.

Reporting

Writing and presenting reports, proposals, applications, and contracts, specifying the requirements for each project

Submit monthly, quarterly and annual reports on performances.

Prepare ad-hoc reports as required by the Minster and other executives.

Qualifications, Skills & Experience

Education/Training

MSc in Civil Engineering, Structural Engineering or Architecture and related fields.

Experience

At least 10 years of proven working experience as an Architect/Engineer, preferably in tourism destination development projects, and experience in the design of civil structures, including infrastructure services such as water supply, sanitation, and solid waste management.

Experience in the design and management of historical/archaeological sites. The engineer should be conversant with National/ International codes and best practices in the design and management of historical sites.

Technical and Other Skills and Values

Expert knowledge of building products, construction details and relevant rules, regulations and quality standards

Strong understanding of hydraulic systems and structures.

Excellent drawing skills and familiarity with design software (Adobe Photoshop, SketchUp, 3d Studio VIZ or similar)

Strong imagination and the ability to think and create in three dimensions

Strong portfolio to proven artistic skills, visual awareness and an eye for detail

Strong communication, interpersonal skills and Organizational skills

Project management and supervision skills

A verified engineering license

Understanding of Engineering design software such as Civil 3D AutoCAD etc.

Excellent knowledge of MS Office.

Outstanding time management, ability to work in teams and work for extra hours if required

Proficiency in site selection, layout, grading, utility design, erosion control, regulatory approvals etc

Project design and implementation

Program development in Tourism and hospitality
Community engagement and Stakeholders involvement

Experience in community-based and ecotourism development projects

Experience in tourism projects on construction management, quantity surveying and architectural technology
