Job Summary

The Delivery Unit Coordinator, reporting to the Minster of Tourism, is responsible for the planning, organizing, leading, and monitoring of the overall tasks of the delivery unit, which includes facilitating interfaces with other departments and strengthening relations with stakeholders in the sector, creating synergy among team members, conducting research based on sector problems, designing and implementing of resource mobilization schemes and communicating of research findings and support tourism mapping projects.

He/She is responsible for developing strategies to promote tourism startups and facilitate the growth of existing enterprises, building strong working relationships with research institutions, and designing and implementing public-private partnership schemes to develop cultural, historical, and natural resources sustainably jointly.

Specific Duties and Responsibilities:

Planning and Management

  • Plan, organize, lead and monitor the overall tasks of the delivery unit.

  • Facilitate the fulfillment of the team's material requirements for better efficiency and effectiveness.

  • Create interfaces with other departments and strengthen relations with stakeholders in the sector

  • Identify gaps and capacity limitations, and set mechanisms to address them.

  • Nurture creativity, build team spirits, and foster synergy among team members.

  • Follow up on the interns' performance.

  • Conduct research that would help identify key challenges and problems of the tourism sector, and formulate recommendations and reflect remedial actions.

  • Design and implement creative resource mobilization schemes for tourism development

  • Design and implement destination development programs and establish tourism product development frameworks

  • Support and facilitate the National Tourism Resource mapping project

  • Design a systematic approach to supporting sectorial transformation taking into account the national change Management framework and reform programs.

  • Picture a roadmap for addressing key bottlenecks of the tourism and hospitality sector.

  • Assist in establishing a quality management system targeted to enhance the overall quality of hospitality services.

  • Devise strategies to promote tourism startups and facilitate the growth of existing enterprises.

  • Initiate and implement national integrated excellence awards for tourism and hospitality.

  • Lead the design and delivery of research projects, including research design, technical support, training, field research, analysis and report writing.

  • Conduct research and analysis to develop innovative solutions to tourism development problems.

  • Identify implications of findings and ensure that issues are brought to the attention of leaders and stakeholders.

  • Take an evidence-based look at various problems facing the tourism sector and take the initiative to identify issues, design research and shape arguments.

  • Communicate research recommendations credibly and persuasively to tourism leaders, policy-making organs, tourism stakeholders, and the media.

  • Work with pertinent departments to organize periodic research conferences, seminars, and meetings, and help research findings and recommendations to be shared to stakeholders for better application in the sector.

  • Undertake in-depth analysis of tourism development impacts on tourist destinations.

  • Lead on conducting manpower demand-supply analysis in the tourism and hospitality sector.

  • Conduct research and full feasibility assessment, analysis and recommendations on proposed new major-size tourism projects.

  • Perform other duties as requested by the Minister.

    Staff Management and development

  • Identify the best performers fairly and transparently and get them rewarded in consultation with the higher leadership

  • Monitor and measure the performances of delivery team members periodically.

  • mpower, coach, and mentor team members and improve the delivery unit's overall performance.

  • Create a conducive working environment for the team members.

  • Design and implement a framework for overall mentorship and capacity building required to tackle the capacity limitations of the sector.

  • Support and motivate the delivery team in any of the functions they are disposed to execute.

    Monitoring, Evaluation, Networking

  • Design monitoring, evaluation and research tools related to tourism development.

  • Define and measure success metrics and monitor the sector's performance by undertaking strategic surveillance operations.

  • Draw up terms of reference for external organizations and individuals to conduct research and evaluation activities related to tourism programs.

  • Build strong working relationships with research institutions and higher education institutions both within the country and abroad.

  • Design public-private partnership schemes to jointly develop cultural, historical, and natural resources sustainably.

  • Monitoring market changes in targeted parts of the world, staying up to date with industry trends, and framing marketing strategies accordingly.

    Reporting

  • Submit monthly, quarterly, and annual reports on performances

  • Prepare ad-hoc reports as required by the Minster and other executives

    Job Requirements

    Education/Training

  • MA in Economic Development, Economics, Management, Tourism Management, Tourism Development, Project Management, Business Management, and related fields of social sciences.

    Experience

  • At least 12 Years of experience in the tourism and hospitality industry, having leadership experience and have worked on tourism policy design and implementation, strategic planning, institutional reform, research, project management and supervision, tourism marketing, destination development, tourist services competence, and classification.
