Job Summary

The Chief Institutional Officer is responsible for supporting the policymakers in planning, executing, and controlling institutional transformation initiatives. He/She is responsible for assessing opportunities for transformation and facilitating institutional insights on the coherence of the various initiatives. He/she is responsible for facilitating knowledge sharing and dissemination, both internally in the institution and externally and guiding the institutional transformation processes at both institutional and team levels.

Specific Duties and Responsibilities:

Planning and Management

  • Assist policymakers on institutional transformation so that youth entrepreneurs are supported.

  • Assess the needs and opportunities for institutional transformation and identify potential pain points and challenges to be addressed.

  • Design a systematic approach to supporting institutional transformation taking into account the national change Management framework and reform programs.

  • Articulate the intent of instructional transformation and make institutional members and regional bodies aware of it.

  • Facilitating institutional insight, ensuring the substantive and operational coherence of the various change initiatives and processes within the sector.

  • Picture a roadmap and prepare action plans to address transformation needs at the institutional, team, and individual levels.

  • Establish a framework for process planning, resources, mentorship, and capacity building to ensure sustained transformation.

  • Undertake institutional capability assessment and mapping to identify existing capacities and gaps in the tourism sector.

  • Conduct gaps assessments focused on existing processes, technical capacity, frameworks and coordination to improve coordination of tourism-related activities vertically and horizontally i.e. across sectors and levels of government.

  • Identify requirements regarding technical capacities and training needs of the federal and regional workforces.

  • Analyze existing regulatory framework in tourism development and identify gaps and needs for an update of a regulatory framework and/or new regulatory framework required.

  • Analyze existing budgetary and extra-budgetary expenses, funding sources and other financing mechanisms used to address tourism development.

  • Develop a capacity-building plan to address identified gaps in institutional, technical, functional and human capacity.

  • Undertake a skills audit for leading and managing transformation, innovation and change within the institution.

  • Facilitate knowledge sharing and dissemination, both internally in the institution and externally.

  • Guide, facilitate and coordinate the institutional transformation processes at both institutional and team levels.The institutional arrangement, restructuring and inter-departmental relations, work environment, ergonomics, team spirit, and customer satisfaction.

  • Identify, analyze, and prepare risk mitigation tactics.

  • Develop programs, systems and procedures to improve behavioral change, organizational development, talent management and workforce intelligence.

  • Perform other duties as requested by the supervisor or management.

    Staff Management and development

  • Create tools and knowledge materials, and build internal capabilities for the Ministry's staff to lead and support transformation processes.

  • Determine high-level training needs and partner with human resource development experts as needed for planning training development and delivery.

  • Based on the skills audit, work with staff at different
    levels within the institution to generate knowledge, confidence, and capabilities for leading and engaging in transformation and change processes that leverage global insights and national practices.

  • Train and coach interns.

    Monitoring, Evaluation, Networking

  • Define and measure success metrics and monitor change progress.

  • Identify key stakeholders, determine how best to communicate and engage with them at each stage of the transformation process.

  • Design communication tools for key stakeholders, including staff at different institutional levels.

    Reporting

  • Submit monthly, quarterly and annual reports on performances.

  • Prepare ad-hoc reports as required by the immediate supervisor.

    Qualifications, Skills & Experience

    Education/Training and Experience

  • MA degree in Business Administration, Organizational Change, Management, Human Resource Management, Organizational Psychology, Organizational Behaviors', Communications, or similar disciplines with a minimum of 10 years of relevant experience, preferably in the tourism and hospitality sector, or

  • PhD in similar disciplines with a minimum of 8 years of relevant experience, preferably in the tourism and hospitality sector.
