Our Client is a Statutory Institution whose mandate as a risk minimiser is to provide a deposit insurance scheme for customers of member institutions and to resolve any institution in respect of which the Corporation is appointed receiver or liquidator.

Job Summary

Reporting to the Manager, Procurement the incumbent will provide support to the divisional head in the implementation of procurement plans of the Corporation to enhance effective services.

Duties and Responsibilities

The essential duties and responsibilities include but not limited to:

  • Assist in the management of supplier relationship and monitor their performance in terms of quality, service and price.
  • Preparing, publishing and distribution of procurement and disposal opportunities including invitation to tender, pre-qualification documents and invitations for expression of interest and ensuring that goods, services and works procured meets the Corporation’s specifications and requirements.
  • Preparing of contracts and Service Level Agreements (SLA) and managing the same with the user departments.
  • Monitoring contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts;
  • Coordinating the receiving and opening of tender documents.
  • Assisting in maintaining and safe guarding procurement and disposal documents and records in accordance with the Public Procurement and Asset Disposal Regulations;
  • Assisting in the preparation and overseeing the implementation of Corporation’s Annual Procurement and disposal plans.
  • Assist in Monitoring all risks related to procurement and ensure that appropriate controls are implemented to mitigate and eliminate the risks.
  • Preparing progress reports for review by the Head of Procurement.
  • Preparing reports required under the Public Procurement & Disposal Act, 2015 and Public Procurement & Disposal Regulations and guidelines of the PPRA.
  • Arranging for divisional meetings including staff development, training and appraisal.
  • Provide secretariat to Committees incidental to procurement of goods and services, and disposal of assets.
  • Overseeing periodic and annual stock take exercise

    Minimum Qualifications and Experience
  • Six (6) years of relevant work experience;
  • Bachelor’s degree in Procurement/Supply Chain Management or any other relevant, related and equivalent qualifications from a recognized Institution;
  • Masters in the Procurement/Supply chain or related field from a recognized institution will be an added advantage.
  • Leadership course from a recognized Institution
  • Be a holder of a Diploma in Supplies management or its equivalent from a recognised institution
  • A holder of a relevant practising certificate
  • Must be a member of a professional body of good standing.

    Key Competencies, Knowledge and Personal attributes
  • Proficiency in computer applications skills.
  • Demonstrated merit and ability as reflected in work performance and results
  • Compliance With Chapter Six (6) of the Constitution of Kenya

  • Kenya Revenue Authority
  • Ethics and Anti-Corruption Commission
  • Directorate of Criminal Investigations (Certificate of Good Conduct)
  • Higher Education Loans Board
  • A Credit Reference Bureau

    Professional Qualifications
  • Be a holder of a Diploma in Supplies management or its equivalent from a recognized institution
  • A holder of a relevant practicing certificate
