Key Duties and Responsibilities:

  • Assist the Grants & Compliance Officer in administering the full grant cycle of sub-award
    management activities, from solicitation, selection, pre-award assessment, negotiation,
    monitoring/compliance, capacity building of Sub- grantees and closeout efficiently and in line with
    donor requirements;

  • Provide technical support to sub awardees in management of sub grants by USAID and other Donors

  • Undertaking capacity assessment for the partners to determining their ability to receive and manage program funds;

  • Preparing annual action plans with the partners and driving the process of smooth implementation of the program;

  • Undertake quarterly reviews on the
    partner's capacity assessment action plans and continuous follow up to ensure that the capacity gaps are addressed within the stated timelines;

  • Provide guidance to partners on development of annual work plans, budgets, and MEAL plans;

  • Ensure timely, accurate Monthly reporting from partners to allow consolidation and timely submission of the program and finance reports;

  • Monthly Review and verification of expenditure, bank reconciliations and other related documentation;

  • Support development of action plans on all findings and working with partners to initiate the recommendations and close up;

  • Support the GCO in coordinating all other partner's requirements especially the annual
    audit and reviews; ensure accurate and timely disbursement and liquidation of sub-award expenses;

  • Ensure a comprehensive review of partner budgets;

  • Maintain an updated grants matrix for each sub awardee that informs regular decision making as well as used as a reference tool when reviewing partner cash requests;

  • Ensure timely training of sub-grantees to understand and comply fully with (under requirements;

  • Develop and implement institutional strengthening tools/plans for the partners.

    Qualifications and Experience

    • A degree in Business, Procurement, Accounting, Finance, Management, Auditing, Economics or related field, from a credible institution.

    • A minimum of 2-3 years' experience in the NGO sector
    in Grants Management positions.

    • Understanding and experience of working with proposals and contracts from institutional donors.

    • Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures.

    • Proficiency in appropriate finance and analysis computer packages.

    • Demonstrable experience in strategic thinking and results based management in grant matters.

    • Sound Knowledgeable on grant accounting and experience in donor funding requirements for USAID, DFID, etc..

    • Experience in managing and building grants management capacity of partners.

    The Grants Assistant should have the following personal skills and qualifications:

    • Demonstrated ability to work under minimal supervision.

    • A keen attention to details.

    • High level of financial Integrity.

    • Excellent interpersonal skills.

    • Good Research, high analytical and critical thinking skills.

    • High proficiency in data management and reporting.
