Introduction

  • SOS Children’s Villages Kenya (SOS CV KE) is a member of SOS – Kinderdorf International, the largest private child welfare organization in the world.

  • SOS CV KE implements programmes focusing on Alternative Family Care of children with inadequate parental care, education, health, youth empowerment, Family Strengthening and Advocacy.

  • The organization has a presence in 7 of the country’s 47 counties; these are Nairobi, Mombasa, Uasin Gishu, Meru, Kisumu, Busia and Homa Bay.

  • The frequency and severity of natural and man-made emergencies has increased over the last several decades as a result of environmental degradation and the adverse impact of climate change, conflicts and other factors.

  • Developing countries like Kenya are characterized by rapid population growth and urbanization; deforestation and human-wildlife conflicts; poor physical infrastructure and weak social systems.

  • This growing complexity exacerbates the effects of disasters on the lives, rights and welfare of children and youth targeted by the organization; the livelihoods of their families and the wider target communities. It also reduces the resilience of families and communities while increasing the vulnerability of entire populations.

  • The UN Guidelines for the Alternative Care of Children (UNGAC, 2009) promote the rights of children at risk of losing parental care and of children in alternative care settings. The Guidelines strongly emphasize the importance of preserving and supporting family care, and they offer guidance to prevent family separation and ensure adequate care in all circumstances.

  • It is essential that all duty bearers live up to their responsibilities as laid out in the UN Guidelines for the Alternative Care of Children and incorporate them into national policy and practice.

    Purpose

  • SOS CV KE is looking for a consultant trainer/ consultancy firm to train 7 staff for 5 days and a 2 day training to train 12 community management committee and 4 staffs to enable them mobilize resources and build the capacity of voluntary savings and loan Associations members to enable them realize self-reliance.

    Deliverables

    Train seven Family Strengthening Programme staff on the following;

  • VSLAs /CBO management

  • Resource Mobilization

  • Entrepreneurship/ business startup/business management

  • How to develop MOU and writing TOR for contracts

  • Social business in relation to IGAs for groups.

  • Develop voluntary savings and loan associations manual and tailor make it to suite family strengthening Programme.

    Train 12 community management committee members and 4 staff on the following;

  • VSLAs / CBO management,

  • Entrepreneurship/ start-ups

  • Resource mobilization.

  • Voluntary savings and loan association/community based organization management,

    Geographical Coverage

  • The participants comes from Nairobi County from SOS CV Nairobi family strengthening program and the community management committee members from Kiambiu, City carton, General, Dandora, KCC.

    Consultant Profile

    Qualifications and Experience

  • A degree in Social Sciences (Master’s degree will be an added advantage)

  • A minimum of ten (10)
    years of experience in community capacity enhancement in the NGO Sector, preferably focusing on children, youth and community.

  • Demonstrated experience in the development of community and Response Strategies for development agencies.

  • Experience in training entrepreneurship and support individual/groups in running successful business start-ups.

  • Experience in developing training manuals on community capacity building, developing of MOU and writing TOR.

  • Experience in training on resources mobilization, VSLAs/CBO management and operation

  • Experience on training on social business and group IGAs.

    Knowledge and Skills

  • Demonstrated knowledge and skills in the facilitation of stakeholder consultation and participatory methodologies.

  • Demonstrated analytical and research skills in the field of community development, entrepreneurship startups/voluntary savings and loan associations and community based organization management/resource mobilization.

  • Demonstrated knowledge of the National Legal and Policy framework on community based organization management and child rights.

  • Strong communication, documentation and presentation skills.

    Duration

  • The consultant is expected to propose a workable time frame for delivering the above-mentioned assignment in consultation with SOS CV Kenya. The length of the assignment should not take more than 30 days.

    Budget

  • The budget will be dependent on the fee of the consultant who will be selected based on a bidding process.

    Remuneration

  • As soon as the consultant is selected and there is an agreement on the total cost of the project, the parties agree on the following conditions:

  • 30% of the payment will be made upon signing of the contract.

  • 50% after submitting draft of voluntary savings and loan association manual and all the trainings.

  • 20 %: upon finalizing the voluntary savings and loan association manual and submission of the final document with the location management input and training workshops report.

    Expression of Interest

  • General understanding of the assignment and objective of the exercise

  • Final products/deliverables

  • Methodology

  • Timeframe step by step

  • Financial proposal

  • Registration/certification status (copy of certificate) of the consultancy firm

  • Company profile/Curriculum Vitae of consultant and for each member of the team (if a team approach is utilized)
