Who We Are?

SOS Children's Villages Ethiopia (SOS CVE) is a non-governmental, non-political, non-denominational charitable child welfare organization.

For the past more than 43 years, we have been working to build families for children in need, help them shape their own future and contribute in the development of their communities.

We help vulnerable families care for their children, and we work to prevent the breakdown of families and lose of parental care. When children lose their parental care, we provide quality alternative care.

Gatekeeping is our starting point for any of our intervention and it involves making decisions about the care placement that best fits to the individual needs of our target children.

We take the UN guideline on Alternative care as a basis for our intervention. We consider the principle of necessity and stability in placing children into alternative care options.

SOS CVE believes that a strong gatekeeping system is an essential component of a functioning child-care and child-protection system. It can prevent children from being unnecessarily separated from their parents and families or placed in alternative care.

It also can help reintegration of children, already in alternative care, back into their families of origin.

Purpose

The purpose of this consultancy work is to locally adapt gatekeeping guidelines that fits into the country’s policy, practices, and context in line with the global generic guidelines and user manual and rollout the guideline to selected co-workers.

Job Requirements

Required Skills, qualifications and Experiences of consultant/consulting firm

The firm carrying out this assignment should have a thorough understanding of the situation of children without parental care or at risk of losing parental care, government policies and strategies related to this target group in general and the socio-economic situation in the country.

It should have proven competence and experience in developing guidelines and delivery of trainings.

A social science background, e.g. higher education
(MA, PhD) in development, education, psychology, statistics, curriculum development, law or related field with at least 5 years of practical experience of each team member is required.

  • Demonstrable experience of working with GOs, NGOs or private sectors in relevant areas.
  • Demonstrable experience in developing related guidelines and manuals
  • Sound experience and skills in developing and conducting trainings.
  • A good understanding of set of laws, policies, procedures, and practices of the child sector in the country
  • Renewed license for the current Ethiopian fiscal year.
  • Submit resume of the firm, copies of credentials for the consultants, renewed license and TIN number.
  • At least three certificates or recognitions of similar assignment previously conducted.
  • A cover letter outlining the suitability of consultant or consultant firm for the assignment.

    Interested consultants/consulting firms who would like to apply for the consultancy work should submit:

  • Expression of interest: - a cover letter with a maximum of one page which introduces the consulting firm/company/consultant, the relevance of his/her or the firm’s previous experiences in related work, with an expression of interest to carry out the work as described in this TOR.
  • Technical proposal: - This should include, but not limited to, understanding of the TOR, detailed proposal on the methods to be used for the development of the guidelines& manual, work plan, and details of the team composition with relevant experiences.
  • Financial Proposal: - This includes the total financial requirement to carry out the consultancy work including the detail breakdown of costs for each activity to be accomplished.
  • All qualified & Interested firms can collect the TOR from SOS Children's Villages Ethiopia National Office located at the road from Bole Medhanialem to Atlas near Tomoca Coffee from Monday to Friday from 8:00AM- 5:00PM
  • Both financial and technical proposals should be submitted to the address given below before July 18 , 2019 on working hours(8:00 AM-5:00PM)
