Somali Stability Fund Finance Manager Jobs in Nairobi

The Somalia Stability Fund is a multi-donor fund working towards a peaceful, secure, and stable Somalia. It offers Somali stakeholders a source of multi-year funding that can respond to local needs and opportunities. The Stability Fund aims to contribute to enhancing stability in Somalia through the following programmatic outputs:


  • Fault-lines for political conflict (FGS-FMS, inter & intra state) are identified and appropriately addressed.
  • Enhanced popular participation in governance, particularly for women and excluded communities
  • Increased government visibility and community engagement
  • Reduced community vulnerability to conflict

    The SSF is seeking a Finance Manager to lead the implementation of SSF financial management system, financial policies and procedures including accounting system, fund and grant management procedures and all financial processes.

    Key Tasks & Responsibilities

  • Lead in forecasting process, cash flow management and prompt invoicing of funds to the donors;
  • Oversee preparation of periodic SSF financial reports (monthly, quarterly and annual) including donor reports;
  • Lead in contracts management, drafting of grantee contracts and amendments and general administration of the contract cycle from project inception to closeout to ensure compliance with contract terms;
  • Oversee review of partner financial reports by the finance team to ensure general compliance with contract terms;
  • Manage grantee relations on financial and contractual issues including support in comprehending contractual requirements
    or seeking specific amendments or assisting partners on how to use the financial reporting tools;
  • Provide oversight and lead on asset management and ensure all the SSF asset register is up to date.
  • Support the Risk, Finance and Procurement (RFP) Lead with providing prompt responses to donor requests on finance matters;
  • Facilitate and support external audit of SSF funds, discuss audit findings with senior management and follow up of implementation of recommendations from the audit report;
  • Manage the finance teams Nairobi and Somalia, with occasional travel to Somalia.
  • Effectively communicate across all functions and teams on in-country
    financial matters including policies, procedures,
    activities and decisions; and
  • Undertake any other activities related to the SSF finance as may from time to time be directed by the RFP Lead.

    Deliverables

  • Monthly, Quarterly and Annual Financial Reports;
  • Periodic donor commitments and forecasts;
  • Monthly invoicing/disbursement requests;
  • Successfully manage and pass the annual external audit;
  • Updated SSF asset register; and
  • Other deliverables as requested by the Risk, Finance and Procurement Lead

    Reporting

    The Finance Manager will report to the Risk, Finance and Procurement Lead

    Key Competencies and Experience

    The Finance Manager will need to work effectively in a flexible and adaptive environment and enjoy working in a team. The position requires the following skills and experience:

  • Degree in finance, accounting, business administration, economics or related field;
  • Minimum five years’ experience in finance, grants, accounting or related field;
  • Five years’ experience in Somalia or other fragile country and environment;
  • Five years’ experience working on DFID and/or other donor funded programmes and projects;
  • Essential IT skills inclusive of MS Office and demonstrated experience working with spreadsheets e.g. MS Excel; and
  • Excellent interpersonal skills, especially dealing with people from multi-cultural backgrounds.
