Solidaridad is looking for a Dairy Investment Manager to lead the Livestock & Dairy Investment funded by Achmea Foundation. The position requires a committed, experienced, driven and ambitious professional.

The ideal candidate shall have excellent program skills, well positioned to lead this project initiative in Tanga –Tanzania, and collaborate with key stakeholders (both government and private sector) and partners committed to this initiative.

The position also requires a person who is familiar with the challenges in the farming practices and able to provide hands-on technical support.

The Livestock & Dairy Investment Manager shall directly report to the Solidaridad East and Central Africa Impact Investment Manager.

S/he will work closely with colleagues from the regional office in Kenya, Europe, and country team members in Tanzania (on livestock & Dairy).

The Investment Manager for Livestock & Dairy will be based in Tanga-Tanzania.

Solidaridad East Africa has its headquarters in Nairobi – Kenya, with country offices in Tanzania, Ethiopia and Uganda.

Solidaridad Tanzania is currently implementing initiatives in the Coffee, Gold, Landscapes, fruit & vegetables, Livestock and Dairy Sectors in collaboration with the Ethiopian government and private sector.

Overview of the Position

  • The Investment Manager for Livestock and Dairy is responsible for the overall management of the Investment that includes efficient management of financial resources, review and approval of Investment budgets and monitoring expenditure, supervision of field operations, procurement, supervision of monitoring and evaluation, and ensuring quality control and timeliness of all deliverables as required. S/he will ensure full compliance with the donor contract and regulations and will oversee the Investment reporting process to the donor.

    Roles and Responsibilities

    Program management Livestock & Dairy Programme

  • Ensure that the new programme is established in Tanga-Tanzania in an effective and professional manner, in close collaboration with relevant institutions in the livestock industry in Tanzania;
  • Build, strengthen and manage partnerships with regional governments, key partners, institutions and stakeholders;
  • Execute overall Investment management; guide the Investment set-up, including developing work plans, budgets and competence table with financial responsibilities and mandates;
  • Lead the Steering Committee to ensure governance structures are in place with representatives from the government, private sector and donors in the Livestock & Dairy industry;
  • Overall coordination of the Livestock & Dairy Investment as well as providing Investment communication to relevant donors;
  • Take responsibility of annual (narrative and financial) plans, Investment proposals and reports to be submitted to relevant institutions in Tanzania, Solidaridad East & Central Africa, Europe and international donors;
  • Ensure that professional (result chain led) monitor the performance and indicators of the Investment in collaboration with the Regional Monitoring & Evaluation Manager and report to the regional management of Solidaridad East & Central Africa on further design and development of the Livestock & Dairy strategy in Tanzania, direction, ambitions and vision in line with the Multi Annual Strategy Plans (MASP);
  • Ensuring that professional communication materials are in place and (with support from the regional and global communication teams) stories are published about the work of the Livestock & Dairy in Tanzania and presentation held during trade fora, and national/ international conferences;
  • Provide support in hosting incoming trade missions or incoming visits from Solidaridad, partners and international donors linked to Livestock and Dairy.

    Technical Support as Livestock & Dairy Investment Manager

  • Conduct gap assessments in the Livestock & Dairy component to develop a baseline situation as a starting point;
  • Develop improvement plans in close collaboration with each selected Livestock & Dairy components;
  • Provide technical support to selected livestock and Dairy component on adopting climate smart practices in line with national and international environmental standards;
  • Adopt the self-assessment tool to improve production practices;
  • Support the sector in improving and adopting measurement systems to ensure progress and performance of the livestock & Dairy sector;
  • Ensure that Livestock deliverables are reported to the relevant government institutions through the right platform and contribute to industry set targets.

    Manage Donor Relations

  • Overall management of all human, physical and financial resources related to the Investment;
  • Monitor performance of the Investment management team to ensure all milestones set in the annual work plan are met,
  • Develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans;
  • Account and report to Solidaridad East & Central Africa Expertise Center, and the donor on Investment performance;

    Requirements

  • The Investment Manager will have experience in agricultural marketing, value chain development, agricultural enterprise support and development.
  • Demonstrated ability to manage large, complex programs in different geographic regions;
  • Proven ability to strategically coordinate with multiple partners and actors across difficult regions;
  • The Investment Manager will have the ability to think quickly and creatively to overcome obstacles and challenges as they occur.
  • A relevant postgraduate qualification in Agronomy or Agricultural Economy or Animal science;
  • Minimum of ten (10) years of progressively responsible work experience in managing and implementing multifaceted development Investments, preferably in East Africa
  • At least 10 years professional working experience in assisting, advising or implementing policy-based strategic planning in the agriculture sector, livestock and dairy value chain;
  • 6 years professional working experience in supporting institutional reforms in the agricultural dairy and livestock sector.
  • Experience in livestock trade and diary value chain
  • Solid experience in Investment management,
  • Able to strategically inspire and energize Investment teams;
  • Demonstrated experience in managing various stakeholders;
  • Excellent social and networking skills, ability to engage with the private sector, civil society and governments;
  • Excellent communication (written and oral), reporting and presentation skills; Fluency in English and Swahili;
  • Willingness to travel to Investment implementation locations.
