  • USAID/SITES oversees the Monitoring and Evaluation (M&E) aspects of the HIV and Family Health for the USAID supported implementing partners.

  • This includes the DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) and Orphans and Vulnerable Children (OVC) portfolios. DREAMS and OVC programs aim at reducing HIV vulnerability in these special groups.

  • This position is intended to further strengthen the M&E function at SITES in DREAMS and OVC programming to continually monitor USAID’S performance and learnings on both programs and eventually the overall impact of the two programs.

  • The incumbent will be based at the SITES head office with occasional travel to implementing districts.

  • Conduct routine DREAMS & OVC M&E analyses with a focus on achievement on the DREAMS & OVC programing.

  • This involves regularly analyzing and interpreting data to generate key results and trends to ensure high level monitoring of the DREAMS & OVC programs

  • Support early identification of issues associated with DREAMS & OVC data and reporting, data completeness and validity; and early mitigation of the challenges

  • Identification of DREAMS &OVC M&E training needs and consequently facilitate competency-based M&E training of staff at service delivery sites and districts;

  • Identify and document strengths, weaknesses, lessons learnt and best practices for DREAMS &OVC in each of the supported district to
    enhance learning to improve performance

  • Support scheduling, organization, implementation and evaluation of bi-weekly and quarterly data review meetings for DREAMS and OVC;

  • Support scheduling and organization of follow-up support supervision visits to districts and service delivery sites; This includes trainings, mentorships and data quality assessments

  • Serve as a technical representation for SITES to DREAMS &OVC review meetings nationally and sub nationally

  • Perform any other duties as assigned by SITES Technical Lead for the region.

    Education

  • The applicant should preferably hold a BSTAT or BSc. Quantitative Economics. Post graduate qualifications in M&E, Project Planning & Management and public health is an added advantage.

    Required Work Experience

  • At least three years of experience in HIV programming for Young Women, Orphans and Vulnerable Children.

  • Previous experience in data management using DHIS, Microsoft Access, excel and Statistical packages, with emphasis on HMIS/DHIS2 and OVCMIS and the DREAMS tracker.

  • Knowledge of DREAMS project & service uptake tools and OVC tools is required

  • Excellent communication and interpersonal skills including the ability to work effectively under pressure with DREAMS &OVC implementing partners (IPs), community and district structures.

  • Self-driven with the competence to prioritize and manage a variety of activities in a timely manner to meet competing deadlines;

  • Ability to work under pressure with minimum supervision.

  • Scientific writing skills are desirable
