The purpose of this position is to provide analytical support to USAID/Kampala Health Office.

The Program Performance Analyst (PPA) will serve in the Strategic Information (SI) Team.

S/he provides a broad range of support in data and information systems, project and activity performance monitoring and evaluation management, and supports information analysis for new activity design.

The PPA (Analyst) reports to the USPSC Senior Strategic Information and Performance Management Advisor (SSIPMA), who is also the Acting SI Team Leader.

Responsibilities

The Analyst will perform and/or lead performance in the following SI themes:

  • Workplan guidance and review
  • Performance analysis and monitoring
  • Field monitoring visits and supportive supervision
  • Continuous program quality improvement (CQI)
  • Learning Agenda (Research and data analysis)
  • Evaluations
  • Design SI Activities and support designs for activities in technical areas
  • Thematic DQA/DQI
  • Reporting and other Data Calls (PMI, PPR, annual, and Portfolio Review)
  • Government of Uganda (GOU) and National TWG meetings
  • Joint Activities with host country (National Malaria Control Program-NMCP) other Development Partners (WHO, Global Fund/CCM, DFID, WHO, ADP, HDP, EDP)
  • In country and International Workshop/Conference Participation
    Project Management Teams

    In particular the PPA will serve in the following areas:

    Malaria SI/M&E Support

  • Lead on PMI M&E needs including review of
  • Activity MELPs for Malaria IPs.
  • Provide analytical support for and lead completion of the PMI quarterly report
  • Work with partners in developing, strengthening, and maintaining malaria Dashboard.
  • On a continuous basis – monthly, quarterly, biannually, and annually - extract data from DHIS-2 system, LQAS and other data bases to perform more rigorous, often proactive analysis to guide Malaria program performance management
  • Work with other SI staff to build capacity of PMI team and IP staff in data management and the use of data for informed decision-making and continuous program quality improvement (CQI)
  • Coordinate, collaborate with NMCP and PMI’s IPs to strengthening the PMI quarterly report that includes epidemiological, LMIS, and entomological data.
  • Support Malaria team, IP and GOU malaria programs/activities to set strategic targets that assess country progress towards transformational change/tipping point
  • Provide analytical support for completion of the Malaria Operation Plan (MOP)
  • Review survey/study proposals submitted to AORs/CORs of malaria activities
  • Develop guidance for developing M&E plans for malaria activities to ensure harmonized data collection system across the IPs and Health facilities
  • Train IPs on data quality assessment and monitor implementation of quality improvement plans
  • Conduct (or manage) annual DQA of malaria indicators to comply with, and for use in PPR and PMI reports.
  • Lead data quality assessment and validation of Malaria
    data in electronic and manual systems at IP and facility level.
  • Participate in quarterly MOH-led cleaning of district, regional and national level Malaria data
  • Guide and support PMI’s efforts in strengthening routine health information system (HMIS) data collection and use at the facility, district, and national levels.
  • Assess Malaria data integrity at frequent random times and communicate issues to the SI and Malaria Team Leads and IPs
  • Support mission completion of PPR, specifically providing data for Malaria program
  • Manage outsourced evaluations, assessments and studies
  • Support implementation of the mission wide PMP in Resilience, Demographics and HSS
  • Projects that include malaria activities
  • Participate in, and represent PMI interests during SI Team, wider OHH and external meetings

    Support for Maternal, Newborn, and Child Health (MNCH) integrated programs

  • Providing technical, M&E and analytical support to the MNCHN program where it intersects with malaria program, such as malaria in Pregnancy, integrated community case management (iCCM) malaria prevention and case management.
  • Participate in MNCH DQA/I
  • Participate in quarterly MNCH program data analysis and developing analytical reports
  • Join integrated teams on field visits for program monitoring and supportive supervision

    DHIS-2 Support

  • Serve as the OHH DHIS2 on site expert
  • Train Health team staff on DHIS-2 application
  • Support Health Team to access DHIS-2, extract data and perform analysis
  • Review plans and oversee USAID-supported training of IPs, District Health Teams and health facility staff in data entry, processing and generating reports using DHIS-2
  • Represent OHH in MOH and other stakeholder forums where national Health Information Systems are discussed.

    Qualifications

    Education:

  • Bachelor’s Degree in health informatics, public health, epidemiology, statistics, biostatistics, health economics, applied research, demography, development studies, population studies, business studies or other areas related to quantitative and qualitative data collection, management and analysis.
  • Master’s degree preferred.

    Prior Work Experience:
  • At least seven years of progressively responsible experience in data analysis, biostatistics, medical records, program design, monitoring or evaluation, health program management, project management or similar work.
  • An advanced degree will count for two years of experience.

    Skills and Abilities:
  • Advanced skills in DHIS2, data analysis packages, development of dashboards and other data visualization techniques required.
  • Advanced skills in Excel Spreadsheet required.
  • Ability to discern sometimes concealed data patterns (analytical eye) and ability to quickly understand technical staff needs for data are desired.
  • Facilitation and training skills required.
  • Demonstrable teamwork and good interpersonal skills will be an advantage
