The overall purpose is to support the SITES team to Strengthen M&E capacity building at districts and service delivery sites for complete, timely and valid reporting and use of HMIS data.

The incumbent will be attached to the District based SITES Team.

Responsibilities

  • Provide a quantification of key HIV related HMIS tools by district and national level.
  • Conduct monthly, quarterly desk analysis of reports from HMIS/DHIS2 and Option B+ email reports of current and historical data for selected indicators and designated districts and sites and submit report in formats as specified by SITES;
  • Support organization and facilitation of Collaborative District Support Teams for coordinated support to districts and facilities;
  • Support scheduling, organization, implementation and evaluation of quarterly data review meetings;
  • Support identification of issues associated with timeliness of reporting, data completeness and validity;
  • Facilitate the validation of the health units in DHIS2 against the ones submitted by district by type and ownership and reporting requirements for each facility.
  • Support scheduling and organization of follow-up support supervision visits to districts and service delivery sites;
  • Support districts and service delivery sites to conduct data quality assessment and improvement activities;
  • Support identification of training needs and facilitate competency-based M&E training of staff at service delivery sites and districts;
  • Identify and document strengths, weaknesses, lessons learnt and best practices for each supported district in relation to M&E for HIV/AIDS
    Serve as a
    technical representation for SITES to selected districts, RPMT (s) and national level;
  • Manage funding and submit accountability for training and support supervision activities funded by SITES;
  • Perform any other duties as assigned by SITES Technical Lead for the region.

    Qualifications
  • Bachelor degree in Medicine, Nursing, Social Work and Administration/Social Sciences, Economics or Demography and/or a Masters degree in Public Health, Demography, Epidemiology or equivalents.
  • At least five years of working experience with bias in M&E and health planning management;
  • Prior work experience in a district health or community development setting;
  • Prior experience in designing and implementing competency-based training and mentoring activities;
  • Experience in handling, managing and analyzing multiple datasets;
  • Experience of HMIS/DHIS 2 and/or OVC MIS structures and operations is required.

    Knowledge and Competencies
  • Demonstrated strong leadership skills and a supportive management style are required;
  • Demonstrated strong facilitation, relationship-building, negotiating and influencing skills especially within a complex public, private, donor, and implementing partner environments;
  • Self-driven with the competence to prioritize and manage a variety of activities in a timely manner to meet competing deadlines;
  • Ability to work with minimum direct supervision;
  • Analytical and writing skills;
  • Use of Microsoft suite, in particular Excel for data analytics and/or other statistical packages.
