Position Description

SI is seeking a Senior Technical Advisor Malaria Vector Control/ITNs to support T-MELA with the Assessment of the Commodity Management for the Mass Campaign of ITN implemented by TVCA. The Senior Technical Advisor shall be an English speaker with a deep understanding of the malaria vector control in Tanzania specifically ITNs and its distribution through mass campaign, this individual will liaise closely with the Team lead, governmental bodies and provide technical leadership during the conduction of this important assignment.

This is a consulting position with an estimated period of performance of March – November 2024. The estimated level of effort (LOE) for the Senior Technical Advisor will be 75 LOEs.

Responsibilities:

The Senior Malaria Vector Control Advisor/ITN Must be Tanzanian who will:

  • Provide technical insight into malaria vector control specifically on ITN distribution through mass replacement campaigns.

  • Support the assessment team on desk review, initial stakeholder consultation, and identify additional information/analyses required.

  • Support the assessment team to prepare and finalize assessment design, methodologies, analysis plan, and work plan.

  • Participate in the data collection in consultation with implementing partners based on research/logistical needs.

  • Take responsibility for ongoing data analysis and iteratively develop findings, conclusions, and recommendations.

  • Write the assessment report in coordination with team members, taking into consideration feedback from a preliminary finding session.

  • Support the assessment team in the preparation and presentation of the key findings, conclusions, and recommendations to USAID, key stakeholders, and research users following SI's and USAID's standards.

  • Support the assessment team to respond to USAID and USAID T-MELA’s comments and feedback and deliver high-quality deliverables that meet USAID and SI's standards.

    Deliverables:

    With support from USAID/T-MELA and team members, the Team Lead will be expected to take overall responsibility for the production and management of the following:

  • Final Assessment Design: A detailed, full assessment design and work plan following an initial consultation with USAID that will include chosen methodologies and data collection tools.

  • Kick-off meeting/In brief: A PowerPoint/Google Slides presentation summarizing the methodological approach to be used to excute the assessment for USAID/T-MELA and key partners prior to the launch of data collection.

  • Findings Conclusions and Recommendations (FCR) Matrix: An analysis tool through which data is triangulated and findings, conclusions, and recommendations specific to each assessment question are produced. Two FCR matrixes are expected, a preliminary document after the first full week of data collection, and a final matrix at the end of the data analysis period.

  • Preliminary Findings PPT: The team will present the key findings to the wider USAID/Tanzania Mission through a PowerPoint/Google Slides presentation. The TL is expected to update this PowerPoint after the final report.

  • Draft Assessment Reports: A draft regional reports with fully developed findings, conclusions, and recommendations, no longer than 30 pages excluding annexes, will be submitted to the T-MELA COP who will submit to the USAID COR for T-MELA activity. The format
    will include an executive summary, table of contents, methodology, findings, and recommendations. USAID/T-MELA and key local stakeholders will provide comments on the draft report.

  • Final Reports: The team will submit a final report that incorporates responses to USAID's/partner's comments and suggestions. The report will be submitted electronically in English. The report will be disseminated within USAID and key stakeholders.

    Qualifications and Skills:

    The Senior Malaria Vector Control Advisor/ITN must be Tanzanian who have/hold:

  • Expertise in Malaria Vector Control Strategies: A deep understanding of malaria vector control, specifically regarding the use of insecticide-treated nets (ITNs), is essential. This includes knowledge of the latest research, best practices in vector control, and an understanding of the specific context and challenges of malaria prevention in Tanzania.

  • Experience in Commodity Management and Supply Chain Logistics: The ability to evaluate the efficiency and effectiveness of the supply chain management of ITNs, from procurement through to distribution at the local level. This includes assessing the logistical arrangements, storage practices, and the handling of ITNs to ensure they are delivered intact and on time to the intended recipients.

  • Proficiency in conducting evaluations preferably, data Management and Analysis: Skills in managing, analyzing, and interpreting data from various sources, including the Targeted Mass Replacement Campaign Management Information System (TMRC-MIS). The advisor must be able to assess the accuracy of data produced during mass campaigns and utilize this information to inform future planning and implementation.

  • Stakeholder Coordination and Communication: The ability to effectively coordinate and communicate with a range of stakeholders, including governmental bodies, non-governmental organizations, community leaders, and local health officials. This includes facilitating collaboration and ensuring adherence to logistics and supply chain standards and guidelines.

  • Knowledge of Social and Behavioral Change Communication (SBCC) Strategies: Understanding of how to evaluate the effectiveness of SBCC activities in promoting ITN usage and care within communities. This involves assessing awareness-raising activities and the impact of these efforts on improving community engagement and reducing ITN misuse.

  • Technical Leadership and Advisory Skills: The capacity to provide technical leadership and guidance throughout the assessment process, including the design and implementation of evaluation methodologies, tools, and techniques. This also involves advising on best practices for improving ITN distribution and utilization based on findings from the Commodity Management Audit (CMA).

  • Excellent oral communication and written skills in English is a must.

  • Experience working with international donors, especially USAID.
