    Background:

  • SoCha is USAID/Kenya East Africa’s Implementing Partner for the Mission Support for the Journey to Self-Reliance Pivot (MSP) Activity.

  • The MSP Activity supports USAID/Kenya and East Africa (KEA) staff and stakeholders to be more efficient, effective, transparent and skilled in achieving development outcomes through the use of evidence, performance management techniques, and Collaborating, Learning and Adapting (CLA) practices that enable KEA’s journey to self-reliance.

    Scope of Work:

  • The MSP program, implemented by SoCha LLC, seeks a consultant to provide overall technical guidance and support for a third-party monitoring and verification of USAID’s Bureau of Humanitarian Assistance (BHA) activities in Wajir county.

  • The consultant will be contracted by SoCha and will report directly to the designated M&V Coordinator.

    Roles and Responsibilities:

  • The consultant will serve as the team lead of the activity, and undertake the following tasks.

  • Provide technical guidance, support and oversight of the activity.

  • Oversee the development/refinement of the methodology.

  • Lead desk review of implementing partner reports, activity briefs, and other relevant documents.

  • Lead in the development of the data collection tools

  • Participate in the pilot of the data collection tools, in-person and/or remote as well as any other data collection activities deemed necessary

  • Oversee and participate in quantitative and qualitative data collection and analysis.

  • Compile weekly summary reports with key findings during the data collection

  • Support
    the development of the reporting templates.

  • Lead the writing of the findings report and in presenting to the Mission/ stakeholders.

  • Participate in regular check-in calls and debriefs with the Mission and MSP staff.

  • Other activities as agreed upon with MSP staff.

    Required skills:

  • Have a masters degree or doctoral in health, nutrition, WASH or related fields from a recognized university.

  • Proven ability to plan, manage, and implement monitoring activities related to health, nutrition, WASH and food assistance.

  • Strong familiarity of planning, managing and implementing emergency and response programs

  • Past experience working/ supporting or implementing program in the Arid and Semi-arid Lands (ASAL) of Kenya

  • Ability to diplomatically communicate and work effectively with a wide range of USAID implementing partners and stakeholders

  • Strong analytical and writing skills, with proven experience in authoring TPM reports.

  • Possess excellent communication, presentation skills, with experience in presenting to the Mission, national government, or related entities.

    Deliverables:

    The following deliverables will be required:

  • Analysis of documents reviewed and completed desk review checklist.

  • Data collection methodology, including tools.

  • Data collection, planning, coordination, and logistics updates.

  • Oversight of the enumerators during data collection.

  • Review pilot tools, both quantitative and qualitative.

  • Spot checks on the data during data collection and provide remedial actions, if necessary.

  • Provide daily briefings to the team leader and other relevant staff.

  • Compiled weekly summary of key findings at the end of each week during data collection.

  • Complete cleaned and collaged data package.

  • Draft report based on data collected.

  • Response to feedback from USAID on the report.

  • Presentation of findings to USAID and other invested stakeholders.
