Background

SoCha is contracted to deliver the USAID/Kenya and East Africa (KEA) Localization, Inclusion, and Sustainability Activity (LISA) with the aim of assisting USAID staff and stakeholders to be more efficient, effective, transparent, inclusive, and skilled in achieving development outcomes.

To achieve this, LISA seeks to enhance USAID/KEA’s organizational project design, programming, Monitoring, Evaluation, and Learning (MEL) practices, Diversity, Equity, Inclusion, and Accessibility (DEIA) objectives, and mission-wide localization efforts by elevating local voices and co-developing and co-creating USAID/KEA programs with local partners including marginalized populations, girls and women, and youth.

The LISA program, implemented by SoCha LLC, seeks experienced specialists to lead and manage Third Party Monitoring (TPM) activities.

Scope of Work

LISA seeks short-term consultants to serve as technical leads for TPM tasks for the following technical areas:

  • Democracy and Governance

  • Nutrition

  • WASH

  • Livelihoods

  • Livestock

  • Agriculture

  • Education

  • Youth

  • Environment

  • Health

  • Resilience

    The technical lead MUST indicate his/her areas of speciality.

    The technical lead MUST indicate the counties they have work experience in.

    The technical lead MUST indicate counties they can comfortably work in and should be conversant with the local dialect.

    Responsibilities

    The Technical Lead responsibilities will include:

  • Provide technical guidance, support, and oversight of the activity.

  • Oversee the development/refinement of the methodology including the design and sampling.

  • Demonstrate leadership in providing timely and effective communication with enumerators, ensuring they have necessary tools and resources to carry out tasks effectively.

  • Lead desk review of implementing partner reports, activity briefs, and other relevant documents.

  • Lead in the development of the data collection tools.

  • Develop and maintain codebooks, datasets, and questionnaires in compliance with ADS 579 for all data collection activities.

  • Ensure that all the tools are integrated into the data management system and quality checks are in place to ensure the quality of the data collected.

  • Test and pilot data collection instruments, identifying and correct issues
    before full-scale deployment.

  • Oversee and participate in quantitative and qualitative data collection and analysis.

  • Compile weekly summary reports with key findings during data collection.

  • Support the development of the reporting templates.

  • Lead the writing of the comprehensive findings report that highlights critical insights and presents them in easily digestible format for the Mission/stakeholders.

  • Participate in regular check-in calls, debriefs, and findings presentation to the Mission and LISA staff.

  • Other activities as agreed upon with LISA staff.

    Minimum Qualifications

  • Master’s degree in Statistics, Health, Environment, Education, Sociology, Psychology, Economics, Monitoring and Evaluation, Public Health, Development studies, Social work, Communication, or related fields from a recognized university.

  • At least five (5) years of proven experience in planning, managing, and implementing TPM of implementing partner activities.

  • Experience with managing and implementing emergency and response programs.

  • A minimum of four (4) years leading enumerator teams.

  • A minimum of four (4) years planning, working/supporting, or implementing programs in the country.

  • Strong quantitative and analytical skills.

  • Excellent written and verbal communication skills.

  • Ability to work collaboratively in a team and independently.

  • Strong project management and organizational skills.

  • Professional proficiency in spoken and written English is required.

  • Experience working with USAID projects preferred.

  • Ability to diplomatically communicate and work effectively with a wide range of USAID implementing partners and stakeholders.

  • Experience in authoring high quality TPM reports
