Background and Justification

Soccer Without Borders Uganda (SWB), a registered INGO, has been operating in the Nsambya neighborhood of Kampala since 2008.

Working with out-of-school refugee youths, its mission is to use soccer as a vehicle for positive change, social inclusion and English language development.

Its current programming includes a double-shift schedule, morning and afternoon, of English literacy classes (9 classes), youth football training (12 teams) and a girls-only empowerment program every Wednesday.

Our English literacy classes provide each of approximately 300 young learners, between the ages of 5 and 17, with 10 hours of classroom time each week.

There are five levels of classes, ranging from a Beginner Level 1 Class for new students to an Intermediate English Level 5 class.

Initially, the consultant, in consultation with the Program Director and Education Coordinator, will provide a comprehensive evaluation of SWB’s class curriculums, including evaluating the scheme of works and daily lesson plans utilized by teachers, in comparison with 2 comparable NCDC approved curriculums.

Upon completion of this evaluation, the consultant will produce a full report to SWB.

Scope of Work and Objectives.

Under the direction of the Program Director and Education Coordinator, the consultant will:

Section 1

  • Prepare a schedule of work
  • Gather and review relevant materials
  • Conduct in-depth interviews with the respective SWB teachers, managers and beneficiaries
  • Draft an initial analysis of the provided SWB class curriculum and corresponding materials
  • Draft a final report detailing how the SWB curriculum compares to curriculum for similar levels of education, including strengths, weaknesses, similarities, etc.
  • Provide a formal recommendation on how to modify and improve the SWB class curriculum

    Section 2

  • Work with SWB English Instructors and the SWB Education Coordinator to draft updated curriculum and scheme-of-works based on the recommendation given in Section 1
  • Produce a final curriculum and scheme-of-work for each level of SWB English Class

    Work relationships:

  • The consultant shall report to Uganda Program Director and the Education Coordinator. The consultant will also need to work with SWB instructors and coaches throughout the project as well.

    Deliverables

    Section 1: November - December

  • Develop work plan for the period with the Education Coordinator and Country Director
  • Review the SWB English Literacy/Numeracy Class Curriculums
  • Review the NCDC approved accelerated education curriculums (provided by SWB)
  • Review the appropriate Primary School curriculums (Ministry of Education) and Adult Literacy curriculums (Ministry of Gender) that relate to SWB programming levels
  • Draft a Q&A for the SWB English Instructors and SWB Level 4 & 5 participants.
  • Draft a report on how the SWB Curriculum compares to the Ugandan and NGO curriculums, including strengths, short-comings and similarities, and detailed recommendations

    Section 2: December - January (Dependent on Final Section 1 Report)

  • Develop work plan for the period with the Education Coordinator and Country Director
  • Produce a final curriculum and scheme-of-work for each level of
    SWB English Class

    Payment Schedule

  • Payment will be made upon successful completion of each Section of the above deliverable.

    Qualifications of Successful Candidate

  • University degree in education, education administration or a relevant field
  • At least five (5) years of progressively advanced professional experience, ideally within the Uganda School System and/or an NGO working in the field of Education
  • Proven familiarity with the Uganda School System and its primary school curriculum.
  • Proven familiarity with Refugee Education in Uganda and projects associated with refugee education.
  • Excellent knowledge of English is required, as well as expertise in using MS Word.
  • Strong communication skills (written and oral) are a necessity, and proven analytical skills in conceptualizing and developing literature reviews. Strong visual communication experience (such as developing PowerPoint presentation) is preferred.

    Nature of penalty clause in contract

  • If the reports and documents are not submitted according to the deliverables and time frame stated in this TOR, the payments will be withheld.
  • SWB reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
  • All materials developed will remain the copyright of SWB, and SWB will be free to adapt and modify them in the future.**
