The Kenya Market-led Horticulture Programme (KMHP), also known as HortIMPACT, is a 5-year project. The programme is focussing on some selected fresh vegetables and fruits mainly destined for domestic consumer markets or local processors in Kenya, with some exceptions for export.

The HortIMPACT project in conjunction with Kenya Horticulture Council (KHC) and Nairobi County government would like to undertake a baseline study of the City Park Fresh vegetables market - Parklands with main focus on fresh produce value chains and actors at play in this market. Thus we are inviting local consultant(s) to lead in this task.

This is a 12 days assignment spread over 3 month’s period. The selected local consultant will be required to execute the objectives listed in the Terms of Reference below jointly with an international consultant based at Wageningen University.


The baseline study aims at identifying fresh vegetables and fruits value chain actors, map the different supply chains and identify challenges and opportunities to improve food safety at the City Park fresh produce public market.

This study seeks to improve food safety in the local, public fresh produce market through implementation of proven, tested and tried tools, and borrow from the successes of horticultural export market value chains approach and domesticate it in the local market.

The study seeks to:

  • Identify the value chains at play in the City Park market, focussing on pre-selected locally sourced fresh vegetables and fruits,
  • Analyse overriding policies at play in the market: the multiplicity of players, including producers, aggregators, transporters, other service providers, their relationships and interactions shall be mapped.
  • Identify the players and stakeholders,
    The food safety/quality status currently,
    The awareness and capacity levels of the various actors,
  • The fresh produce business challenges and opportunities,
  • An analysis of the strengths and weaknesses of the regulatory and support systems with the aim of institutionalizing food safety systems in a coordinated manner.

    The Assignment

    A call for proposal will be placed for the successful Consultants to submit:

  • Detailed Technical proposal showing understanding of the TOR and methodology overview that shows how the objectives of the study will be met
  • Detailed financial proposal
    CVs of the key staff for this study, their roles and responsibilities in the baseline study quoting previous experiences in similar assignments.

    Specific Objectives of the assignment

  • Data collection and analysis to understand different operational activities at City Park Market and disseminate the findings to stakeholders.
  • Organization of two key stakeholders’ forums in conjunction with KHC, SNV –KMHP and Nairobi County Government.
  • To provide analysis of the numbers and categories of stakeholders involved actively in the issues of food safety- indicating their roles, responsibilities, knowledge, capacities, attitudes and skills.
  • To make recommendations to guide future activities in line with the baseline study data and targets for improvement of food safety at the City Park Market.

    Scope of the Assignment

  • Designing of the baseline and kick-off stakeholder workshop in consultation with The Kenya Horticultural Council and HortIMPACT
  • Pre-testing of the approved data collection questionnaire tools
  • Data collection in the market, with suppliers, producers, aggregators, other service providers, stakeholders, consumers etc.
  • Data review in consultation with international consultant.
  • Data entry and analysis
  • Draft report preparation in conjunction with the international consultant
  • Presentation workshop of the baseline to stakeholders for inputs
  • Feedback incorporation and final report

    Qualifications

  • The consultant/firm- 5 years’ experience in conducting baseline/value chain studies, evaluations, research with emphasis on agricultural value chains, food safety and markets.
  • Consultants working in teams with relevant data collection and intervention experience is key.
  • Holder of post-graduate qualifications in relevant fields of agriculture, with bias in food safety and market systems/value chains
  • Excellent interpersonal and facilitation skills
  • Excellent written and oral communication skills, including fluency in English & Kiswahili.
