Job Description

Working under the direction of the USAID Sanitation for Health (S4H) Technical Director / regional manager and in close coordination and collaboration with other S4H staff, the regional advisor will directly steer the S4H programmatic implementation in between 3 to 5 target districts within a regional cluster.

Working within small regional teams in various locations, advisers work directly with S4H local service providers, providing coaching and mentoring to improve their technical capacities, and providing guidance in contract implementation. The WASH advisors take responsibilities for the development of the thematic activities and guiding the regional teams to implement the activities. The advisers also maintain close contact with the respective District Local Governments and the various government support structures (e.g. TSU, UO).

Responsibilities

Strategic Positioning

  • Identifies and interprets opportunities/barriers and/threats of advisory practices and ensures information transfer to Regional coordinator/ technical director, and ensures up to date contextual analysis and interpretation.

    Networking

  • Develops, expands and maintains effective and efficient (local) networks with relevant stakeholders, identifies possible new clients, and functions as the interface between SNV and the district/ partners.

    Engagement and strategic scoping

  • Initiates multi-actor assignments at sub national or national level, prepares proposal/strategies and ensures approval on contract, composes team for assignment, to be approved by Project lead, and establishes contracts/ agreements.
  • Participate in the development of technical and financial scopes of work for grant and technical subcontractor procurements, as need arises.
  • Review and guide delivery of grantee and contractor deliverables, as needed.

    Advisory services

  • Leads assignments and is responsible from start to finish, determines whether or not and when other discipline should be involved.
  • Manages and monitors progress and resources allocation and deployment and periodically report to TD, client and funding
    organisation, is responsible for contracting process, keeping in contact with and monitoring quality of services delivered by involved organisations and LPs within assignments, identifies (potential) conflicting interests and initiates appropriate actions, and ensures client satisfaction on quality of services and processes during the assignment.

    Review and Evaluation of Advisory Services

  • Contributes to feedback processes, coaching and evaluation of achieved results for client and SNV, leads the collective learning in client/activity.
  • Timely and high quality evaluation processes, coordinates the evaluation process and monitor with his district, proposes Corrective measures and lessons learned based on evaluations, and ensures identification of follow up assignments, ensures planning and coordination actions entering engagement phase again.
  • Actively use the S4H monitoring database to track progress of activities happening in the region.

    Coaching

  • Coaches less experienced colleagues, both professionally as operationally, and coaches associated partners (LCB) on quality within context of assignments.

    Qualifications

    Candidate profile

  • Masters’ degree in social sciences, communication, marketing, business, economics or equivalent;
  • 5-10 years of relevant working experience in the Ugandan WASH sector.
  • Experience in sanitation demand creation in rural communities including community led total sanitation (CLTS).
  • A good understanding of the sanitation and hygiene promotion approaches in homes, schools and health facilities
  • A good understanding of the sanitation and hygiene sector and policies in Uganda;
  • A good appreciation of the decentralized governance systems for service delivery:
    roven track record in capacity building for district and non-state actors;
  • Demonstrated competences in facilitating multi-stakeholder processes;
  • Ability to work independently in various environments and geographic settings;
  • Preferably being exposed to innovative best practices in behavioral change interventions;
  • Experience in linking with private sector enterprises for sanitation products promotion;
  • Computer literacy and ability to use standard software (MS Word, Excel, database, power point) required.
  • Previous experience with implementation of donor-funded projects USAID funding is an addedadvantage.

  • Experience in facilitating multi actor platforms and processes, networking and building alliances, organisational and institutional change processes
  • Experience in knowledge development and management and able to publish articles
  • Experience in using evidence and issue-based-approaches for community development
