Individual SNV countries are responsible to ensure own resource mobilisation in cooperation with the global Business Development Unit that sits at the corporate (Head office) level to coordinate and support lead and prospect development throughout the organisation.

Performance Enhancement for Water Utilities in Kenya (PEWAK)

Performance Enhancement for Water utilities in Kenya (PEWAK) is a five year project (2015-2019) funded by the Netherlands Sustainable Water Fund (FDW), aimed at improving performance of Water Service Providers (WSPs) in the Kenyan water sector through benchmarking, collective learning and innovative financing.

The project is currently in its fourth year of implementation.

As part of the consortium, SNV continues to support Water Service Providers Association (WASPA) in ensuring that the utility led benchmarking programme is anchored in the Kenyan water sector.

Working with 10 WSPs, we aim to increase efficiency levels by implementing the caretaker approach hence achieve reduction of non-revenue water to below 25%.

SNV and its partners continue to support WSPs in ensuring improved consumer engagement through implementation of tailored approaches.

Ultimately we anticipate improved performance through partnerships with the private sector in addition to adoption of technology aimed at reduction of non-revenue water.

The project also focuses on increasing access to water in low income areas working together with pro-poor units established at the water companies.

Job Description

  • Engagement of a Knowledge Management Expert For The Performance Enhancement Of Water Utilities In Kenya (PEWAK) Project

    The Assignment

    Purpose

  • WASPA, an umbrella body of water companies in Kenya hosts the benchmarking programme which continues to receive support through the PEWAK project.
  • The project envisions to support this programme so as to be anchored sustainably in the Kenyan water sector. Participants of the programme comprises of member WSPs. The main objective of this programme is to facilitate peer to peer learning amongst water companies aimed at drawing lessons that will trigger improvement of performance by member WSPs.
  • Benchmarking sessions are divided into four thematic areas where WSPs have the opportunity to discussion on service levels, pro-poor initiatives, management of non-revenue water and the ability of water companies to cover its operations and maintenance costs.
  • These four thematic areas provide an avenue for WSPs to compare performance among peers based on defined performance indicators. These discussions trigger sharing of creative solutions to a challenge that is common among the peer WSPs.
  • Creative solutions are identified as leading practices. The documentation of these practices facilitates information sharing therefore encourage WSPs to tailor these solutions to fit their environment.
  • It is anticipated that this triggers performance improvement.
  • It is in the spirit of information sharing to trigger improved performance that SNV seeks to engage the services of a documentation expert who
    will write case studies based on adopted practices by Water Service Provider that have had an impact on WSPs performance.

    Scope of Work

  • Desktop review of available and existing documented materials on best practice in Kenya and internationally on water service provision.
  • Review of the general performance of the water service providers under the PEWAK project.
  • Review shared reports from the benchmarking programme with highlighted best practices from each thematic group.
  • Assess the influence of the benchmarking programme on the performance of water service providers with an interest on the 4 thematic areas (service levels, cost recovery, pro-poor and non-revenue water).
  • Select and document relevant case studies in the Water utilities within the four thematic areas; Service levels, Pro-poor, Cost recovery, Non-revenue; and how they have impacted on performance.
  • Visit selected WSPs to interview staff and collect data on performance trends
  • Take pictures (where applicable) and develop visual representation of the solutions already identified as best practices.
  • Analyse collected data and present the individual trends on performance in relation to documented best practices.

    Key Deliverables

  • The consultant will prepare relevant questionnaires / assessment instruments to guide interviews with respondents.

    As outlined in the section above, the consultant is expected to deliver the following:

  • Inception report that details the proposed technical approach, activities and timelines to undertake the assignment.

    Comprehensive report, compiled for the whole assignment, that shall include:

  • General performance of the water utilities
    National and international best practices used in the provision of water and sewerage services under the 4 thematic groups
  • Collected and analysed data obtained from WSPs.
  • Adopted solutions in addressing existing challenges in the 4 categories
  • Impact achieved from the adopted solutions in the four thematic areas; non-revenue water, service levels, cost recovery and pro-poor.
  • Documented case studies on the four thematic areas compiled into one report. This will include pictures and artwork of documented solutions.

    Qualifications

    The Documentation Expert will need:

  • Graduate qualifications or equivalent experience in a relevant area of expertise, i.e. Knowledge Management, Business Administration or other related courses relevant to the assignment.
  • Over 5 years of experience working with/for water utilities in Kenya with an in-depth understanding of key performance indicators used in the sector.
  • Proven track record in knowledge management;
  • Knowledge of the Kenyan water sector and familiarity with sector reforms
  • Demonstrated strong inter-personal communication skills.
  • Experience in senior level management and work done for similar projects in an added advantage

    Additional Information

  • The assignment is estimated to take a total of 40 working days.
