SNV Development NGO Procurement Specialist Jobs in Kenya

Responsibilities

  • Define processes for sourcing applications, including nature and timing of any procurement events, stakeholder consultations, marketing activities and other awareness creating initiatives;
  • Define processes/procedures and prepare templates for the submission of applications in conformance with the GoK and The World Bank Procurement Regulations where applicable, including Requests for Expression of Interest (REOI), Requests for Proposals (RfP), instructions to bidders, application templates, and document submission requirements from bidders;
  • Define processes/procedures and prepare templates for the evaluation of applications, including allocation of tasks and responsibilities in evaluation process, communication of results to bidders, technical/financial evaluation criteria, scoring and weighting methodology;
  • Organise Selection Committee meetings for the final selection of successful applicants;
  • Define processes/procedures and criteria for conducting due diligence on successful applicants, including any standard metrics to be captured and evaluated;
  • Assist in drafting, signing and monitoring of contracts with awardees;
  • Define processes for addressing environmental and social safeguard matters in the procurement process, as outlined in the Project Environmental and Social Management Framework (ESMF)
  • Define processes for handling procurement disputes under the project (grievance redress framework), both from applicant/portfolio companies, and end customers that they serve;
  • Define policies to manage delinquency, non-compliance, and non-performance (e.g. claw-back provisions);

    Qualifications

  • A Master’s degree with a major in a relevant discipline (e.g. Procurement, Finance, Law, Engineering, Business or Commerce) and relevant training in procurement work;
  • A professional qualification in procurement from a recognized body (e.g. Chartered Institute of Purchasing and Supply (CIPS) U.K., the Institute of Supply Management or
  • Procurement Training (ISM) USA, Kenya Institute of Supply Management (KISM), or any other accredited institution);
  • At least eight years of direct relevant work experience as Procurement Specialist or alternatively, having had responsibilities with a substantial content of his/her position in the procurement area in government/donor funded projects, preferably procurement of (results-based) service contracts;
  • Knowledge and understanding of procurement policies and guidelines of the Government of Kenya, while understanding of the World Bank
  • Procurement Regulations will be an added advantage;
  • Demonstrated analytical, problem-solving, and negotiating skills with ability to balance project objectives and procurement requirements with client needs;
  • Understanding of Ministry of Energy’s objectives, policies and practices related to project/sector and critical links to procurement will be an added advantage;
  • Results orientated and committed to accountability;

    SNV Development NGO Monitoring & Evaluation (M & E) Assistant Jobs in Kenya

    Responsibilities

  • Review county reports and consolidate into country report templates
  • Organize the various country data sets for the programme
  • Prepare monthly reports on programme progress as guided by the supervisor
  • Revise and update tools used for data collection
  • Perform other tasks as assigned by the supervisor from time to time

    Qualifications

  • First degree in statistics, economics, commerce or other related fields such as information technology, social sciences or public health. A Diploma in health informatics with at least 3 years’ experience in handling large datasets is also accepted.
  • Excellent understanding and experience in use of MS Excel
  • Knowledgeable in the use of Stata or SPSS for doing data manipulation and exploratory analysis.
  • Experience in developing forms for mobile phone applications for data collection. Working knowledge of ODK will be an added advantage
  • Excellent written and verbal communication skills
  • Good organisation and planning skills

    SNV Development NGO WASH Consultants Jobs in Kenya

    Responsibilities

  • Support coordination and implementation of programme interventions
  • Support in strengthening the capacity of the field level programme partners;
  • Support in planning and facilitation of review processes;
  • Provide technical support for post-triggering, verification, certification and post ODF activities;
  • Support in monitoring and reporting on programme interventions, establishment and maintenance of database of all the villages in the project area and support County teams in updating CLTS/BCC data at national level.
  • Support strengthening and institutionalization of the county WASH Forums in the targeted counties
  • Support sanitation business enterprises in maintaining sales volume with appropriate marketing strategy, product quality, and revenues
  • Facilitate behaviour change communication activities through coordination with partners and other stakeholders in the region.
  • Perform other tasks as assigned by the supervisor from time to time

    Qualifications

  • Degree in environmental health, community development, social sciences or relevant field;
  • At least 3 years of relevant experience in a WASH field level position;
  • Excellent facilitation and communication skills;
  • Experience working with local partners, including governmental agencies at county level
  • Experience in implementing CLTS and supply chain programmes
  • Knowledge in sales and business development will be an added advantage
