Job Description

  • The Monitoring Evaluation and Learning (ME&L) Advisor is part of the Uganda CRAFT project under SNV Country Organisation. CRAFT project is under the Agriculture sector.

  • The ME&L Advisor provides technical insights and advisory services on ME&L products and interventions to CRAFT. The ME&L Advisor gives input to the Project Manager and project partner in order to meet the agreed objectives and realise successful interventions. The ME&L Advisor identifies opportunities and areas for improvement, to ensure quality delivery

    Advisory Services

  • Acts as ME&L expert for the Project Manager and aims to create an enabling environment (by sharing knowledge, understanding stakeholders and environment) for the implementation of the CRAFT project, for the project to meet its objectives. Ensures, monitors progress evaluates data and reviews quality of own expertise and ensures client support and satisfaction during project implementation

    Knowledge Development

  • ME&L Advisor contributes to internal and external knowledge development, ensures lessons learned are shared and applied in daily practice and may be appointed as (national) focal point of an ME&L network. Initiates/ coordinates the review process and evaluation of advisory services in order to collect lessons learned, proposes corrective measures and ensures identification of follow up assignments. Participates in knowledge development/expertise groups and in internal and external networks.

    Project and Process Development

  • ME&L identifies and proposes monitoring and evaluation process improvements to the project team. Acts on improvement areas within CRAFT Uganda and processes and gives feedback. Ensures lessons learned are shared and applied in daily practice.

    People Management

  • Steers ME&L colleagues and coaches associated partners/ external stakeholders on quality within the context of monitoring and evaluation. Acts as a ME&L expert in the content area, applies process improvements in CRAFT and coaches’ colleagues and associated partners both professionally as operationally on quality of context within CRAFT

    Positioning

  • ME&L advisor identifies and analyses market opportunities and threats and ensures relevant colleagues are informed. Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to the client. Analyses, understands and develops (local) networks with relevant stakeholders, identifies new clients.

    Monitoring, Evaluation and Learning

  • Assists the MEAL Advisor in
    refining the project M&E plan, definition of indicators, monitor activity implementation and evaluates progress.

  • Interprets and analyses factual data and to prepare precise, accurate and complete monthly, quarterly, bi-annual and annual reports to inform program implementation.
    Supports indicator data analysis to feed into M&E Plan, quarterly and annual reports.

    Business Development

  • ME&L builds, maintains and utilises relationships with relevant stakeholders, represents SNV and identifies opportunities for Business Development policies and procedures. Initiates assignments on a local/(sub)national level, supports proposals and develops ME&L processes during the inception phase of projects

    Qualifications

  • An Advanced University degree in Monitoring and Evaluation from a recognised institution.

  • A minimum of 8 years of relevant work experience in monitoring and evaluation of programmes in areas of sustainable markets development, youth in agriculture, energy efficient solutions, and agribusiness finance.

  • Ability and demonstrated experience of designing and appraising inclusive business cases;

  • Good analytical skills.

  • Ability to meet deadlines and to work within a team

  • Fluency in written and spoken English

  • Computer literate, proficient with MS Word, Excel and financial applications.

  • A self-motivated achiever with excellent leadership, teamwork, coaching,

  • Communication, analytical and organisational skills.

  • Strong work ethics, high level of confidentiality and Integrity

    Additional Requirements

  • Excellent verbal and written communication skills in English.

  • Good report writing skills with proven ability to compile case studies, practice and policy briefs and (other) documents for learning and sharing.

  • Good skills in data base management including data analysis.

  • Computer skills and software applications (email, word processing, spreadsheets, statistical programs, preferably also ODK or google forms).

  • Skills in team work, facilitation and training.

  • Sensitive and committed to gender equity and diversity.
