Position Summary

  • SIHA is seeking a strong candidate who will lead the We Cannot Wait programme in the GHoA region. The Programme Coordinator (PC) is a senior post within SIHA and the candidate should have a demonstrated passion for gender equality and women’s rights in the region in line with the aims of the programme. She/he will manage the WCW consortium and take the lead in the planning and implementation of activities at the regional level. The ‘PC’ will be responsible for coordinating the partnerships under the WCW consortium, leading and guiding the collective planning and implementation of activities and providing support to partners as required. The ‘PC’ will ensure there is strong communication between consortium partners and good reporting mechanisms in place to enable the consortium to successfully achieve the expected outcomes of the programme and adhere to the guidelines and requirements of the Dutch MoFA. The ‘PC’ will work very closely with SIHA programme team and help in improving the team capacity and tools under the supervision of the Regional Programme Manager and the SIHA Regional Director and in collaboration with the Regional team and SIHA Regional Head of finance and Administration.

    Main Tasks and Responsibilities

  • Responsible for leading the WCW consortium in the planning, management, and implementation of the programme towards the expected outcomes and goals;

  • Responsible, in collaboration with the consortium partners and SIHA team, for the development of key tools, practices and systems to enable the consortium to deliver high quality outputs and outcomes and to effectively document the same;

  • Responsible, in collaboration with the consortium partners and SIHA team for the development of key policies, practices and procedures that will strengthen the consortium partners’ operations and safeguarding practices;

  • To ensure compliance with all donor financial and reporting requirements;

  • To review and support consortium partners in the submission of financial and narrative reports, and to consolidate and submit the same to the Dutch Ministry of Foreign Affairs;

  • To develop and maintain positive relations among the consortium partners, providing support and guidance as required;

  • To ensure effective communication and visibility of WCW programme and its impact in the region to relevant local, national and global stakeholders;

  • To review and contribute to reports, research, articles or any other documents produced by the consortium in the course of its work and ensure high quality outputs;

  • To work closely with the Regional Advocacy and Communications team to plan and oversee implementation of advocacy and communication activities;

  • To support in the development or review of relevant policy papers , statements and briefings in close collaboration with the Regional Advocacy and Communications Officer;

  • To build the monitoring and evaluation capacity of the consortium and support the development of monitoring plans in cooperation with the regional team;

  • To support in the development and implementation of internal office management systems that ensure compliance with SIHA policies and procedures;

  • To build the reporting and documentation capacities of the consortium partners and ensure quality and timely reporting of all activities and projects;

    Profile

  • Preferably the candidate for this position should have strong knowledge/awareness and understanding of the Horn of Africa context including the political situations and the status of women and girls. S/he should be highly adaptable, creative and passionate about women’s rights.

  • The ideal candidate should have a strong record of project and programme management, particularly related to civil society or human rights work and a proven track-record in quality assurance in order to be considered for the position.

  • SIHA will be interested in individual applicants with commitment to indigenous civil society organizations and their essential role in promoting the improvement of conditions for women and girls across the Horn of Africa.

    Other Requirements

  • Strong combination of studies and
    work experience in the fields of women’s rights, human rights, and development in the African context, East and Horn of Africa and/ or Middle East & North Africa;**

  • Have at least 6 years of work experience, with at least 2 years of managerial experience, in the field of gender and/or development cooperation preferably within civil society, human rights NGOs or donor organizations;**

  • Strong academic background, with Masters-level education preferable;**

  • Strong management skills, including positive and pro-active management of human resources**

  • Flexibility and ability to shift priorities based on changes in context;**

  • Good understanding of the Greater Horn of Africa political and social context, and knowledge of the regional and international mechanisms/dynamics influencing the region;**

  • Have experience and understanding of project cycle management, including monitoring and evaluation, results-based management, technical and financial reporting;**

  • Strong writing skills – fluency in written and spoken English is a prerequisite, with knowledge of other regional languages considered an asset;**

  • Strong communication, networking and advocacy skills;**

  • Strong organizational skills, including the ability to manage priorities, work under pressure and meet tight deadlines;**

  • Have the willingness to travel around the region, often in areas affected by conflict or instability;**

  • Previous exposure to international and/or multicultural /multilingual environment –Able to function effectively within a multi-cultural team;**

  • Strong sense of initiative and creativity is desirable;**

  • Ability and experience in staff management and capacity building preferable;**

  • Curiosity, willingness to ‘learn while doing’ and a strong and genuine interest in the Horn of Africa, particularly in Horn women and girls and their strengths and challenges, is essential;**

SIHA is a membership based network and has over 130 member civil society /women rights organizations across the greater Horn of Africa with 25 civil society member organizations in Sudan.
