Sign of Hope Mid-term Evaluation Consultant Jobs in Kenya; The evaluation provides SoH and MID‑P with a comprehensive, impartial assessment of the project. It analyses progress towards results, identifies risks to sustainability, and offers practical recommendations to inform decision‑making and organizational learning. The study supports project quality assurance and meets donor requirements for German private organizations.
Objectives
Assess the extent to which the project has sustainably achieved its objectives and improved beneficiaries’ lives.
Identify strengths and weaknesses in planning, management, implementation, and monitoring.
Evaluate sustainability measures.
Review cross‑cutting issues (gender equality, human rights, marginalized groups, inclusion).
Identify risks and weaknesses and recommend actions for successful completion.
Document lessons learned and good practices.
Determine progress against log‑frame indicators.
Duties & Responsibilities
Develop a work plan outlining methodology, coverage, and schedule.
Conduct desk review of relevant documents.
Carry out project site visits for data collection and stakeholder engagement.
Review and evaluate available data and sources.
Examine institutional, technical, staffing, and financial capacities of the implementing partner.
Expected Deliverables
Inception report with methodology, tools, table of contents, and timeline.
Comprehensive report (max 30 pages) with recommendations and annexes.
Raw data and documented records included in annexes.
Study Standards
Utility – findings must be useful.
Feasibility – realistic, cost‑effective, and diplomatic.
Ethics & Legality
– conducted ethically, protecting rights and welfare.
Impartiality – unbiased assessment reflecting all stakeholders.
Transparency – open and clear processes.
Accuracy – technically credible with clear methodology.
Participation – meaningful stakeholder involvement.
Collaboration – strong cooperation between partners.
Safeguarding – protect children, vulnerable adults, and communities.
Confidentiality – data used solely for evaluation purposes.
Process & Timeframe
Duration: 25 working days between 17 August – 18 September 2026.
Planning meeting and document handover – 1 day.
Initial review and inception report – 4 days.
Sharing inception report – 1 day.
Finalization of inception report – 1 day.
Data collection site visit – 10 days.
Data analysis and draft report – 5 days.
Incorporating feedback and finalization – 3 days.
Qualifications & Experience
Essential
Minimum 5 years’ project evaluation/implementation experience in results‑based management.
Proven experience conducting feasibility studies, evaluations, and research projects.
Technical knowledge of evaluation methodologies and OECD/DAC criteria.
Experience working with NGOs and partnered projects.
Fluency in written and spoken English.
Desirable
Experience in relevant field/sector.
Familiarity with project country/region.
Experience with BMZ‑funded projects.
Fluency in Swahili.
