Purpose of the role:

  • The Programme Officer (Inclusion Works) will work to enhance the quality of the Inclusion Works Project, which focuses on the economic empowerment of persons with disabilities through formal employmentinclusive of value chains. The post holder will ensure that the programme is planned, implemented, coordinated, monitored and evaluated to the highest possible quality standards.

    Key accountabilities:

    Principal Accountabilities (specific activities and end results):

    Programme Delivery (50% oftime)

    • Work with the UK InclusionWorks programme team and all members of the consortia to coordinate implementation of activities and sharing of lessonslearned.

  • Manage all aspects of the programme cycle with the partners including effective planning, start-up, implementation, monitoringand evaluation, financial andasset management, reporting, documentation andcloseout.

  • Liaise and work with the Global Technical Lead (Disability Inclusive Economic Empowerment) and other internal expertise as required.

  • Coordinate with MEL leads for implementation of monitoring and evaluationsystem for theprogramme.

  • Coordinate all MEL aspects of the programme as the in-countryMEL point person

    Working with Partners (25% oftime)

  • Build effective partner relationships and support long-term relationships that go beyond the duration of the project by disseminating information and advocatingfor the programme’s goals and the Inclusion Works consortium’s work ingeneral.

  • Support partners to identify their own technical and organizational capacity building needs and facilitate access to technical assistance resources and opportunities to support them through the programmecycle.

  • Establish effective partnershipswith strategic stakeholders.

  • Promote shared learning and collaboration between partners by facilitating partner networks andmeetings.

    Financial & Resource Management (15% oftime)

  • Assist programme partners in the preparation of budgets andforecasts.

  • Monitor expenditure of project financial resources in liaison with the Financeand Support Services Manager (FSSM) and the Programme Manager.

  • Ensure that partners submit timely and accurate financialreturns.

  • Ensure that partners manage and utilize programme assets as perSightsavers’ and/or donorpolicy.

  • Follow up with partners on actions arising from audits carried out by thefinance team or externalauditors.

    Information & Communication Management (10% oftime)

  • Be proactive in providing good quality information on case studies andinteresting news stories relating to the programme to support preparation of fundraising materials and advocacymaterials

  • Ensure that the Inclusion Works Project Management Unit, (based in the UK) receives appropriate materials and information to support donor-reporting requirements.

  • Participate in all communication activities related to disability inclusive employment and employment in general, education and social inclusion e.g. World Sight Day, Person with Disabilities Day, etc.

  • Represent Sightsavers and the
    Inclusion Works consortium in programme and disability-related meetings, and advocate for Sightsavers’ philosophy andpolicies.

  • Disseminate information about the work of Sightsavers and Inclusions Works to partners.

  • Attend to visitors to and from the programme andpartners.The principle accountabilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the post holder is expected to carry out any other related duties that are within the employee's skills and abilities whenever reasonably instructed.

    Qualifications and experience:

  • Demonstrable experience with labour market issues including labour market assessments, skills training/development, internships, employer engagement, disability inclusion, job placements and jobfairs.

  • A tertiary qualification (Bachelors, aboveor equivalent) in social sciences ,education ,development studies,publichealthor any other relevant area.

  • Familiarity with national legislation and policies in the field of disability, human rights andemployment.

  • Significant experience implementing programmes, including experience of the disability sector and gendermainstreaming.

  • Experience of designing, managing and carrying out advocacy work forsocial inclusion/disabilityprogrammes.

  • Experience providing technical assistance to otherorganizations.

  • Knowledge of current issues and best practices in disability, UNCRPD, the Sustainable Development Goals (SDGs) and employment isdesirable.
