General Statement of Duties

  • Supervise and manage the Roads Directorate.

  • Prepare Annual Budget for all capital Projects of the Roads docket in the department

  • Perform Supervisory and administrative oversight on all County Roads Projects.

  • Ensure Supervision of all Roads related contracts within the Department to acceptable Engineering standards. .

    Responsibilities

  • Identify and prioritize roads/transport infrastructure projects.

  • Design, prepare, BOQs, cost estimates and tender documents.

  • Supervise construction works, project management and contract administration.

  • Develop and monitor section budget allocations, expenditures, balances and related financial activities for the purpose of ensuring that allocations are accurate and expenses are within budget limits.
  • M & E of Annual Budget/Targets and Strategic Plan Targets as well as ensuring timely project reports-monthly, quarterly and annual.

  • Staff supervision and performance management.

  • Training needs assessment and planning.

  • Implementation of transport policy.

  • Provision of motor vehicle inspection services; Provision of mechanical (road) and transport services.

  • Development and maintenance of County roads material testing and advice on usage, protection of road reserves.

  • Plans, organizes, reviews and supervise the work of all contractors undertaking construction of roads projects in the department and ensuring that roads projects are done to acceptable Engineering standards.

  • Oversee maintenance of complete and accurate records of all expenditure for roads division of department of roads, and transport. Performa technical coordination within the County regarding growth and roads related issues.

  • Work with directorate staff to prepare budgets for various roads project within the jurisdiction of department of Roads, Transport and Public Works.

    Requirements for Appointment

  • Be a holder of a degree in Civil Engineering or an equivalent from a recognized University in Kenya.

  • Be registered as a practicing Engineer by the Engineers Registration Board in Kenya and a member of the Institute of Engineers of Kenya.

  • Must have relevant knowledge, experience and distinguished career in Engineering Services of not less than seven (7) years in the Public Service or
    equivalent in the Private Sector.

  • Must have served as a Deputy Director Roads/Works (Job Group Q) in Civil Service or equivalent for at least 3 years.

  • Must have Current valid Annual Practicing License from Engineers Registration Board of Kenya.

  • Must be in good professional standing of not less than three (3) years Post Board registration,

  • Demonstrated self-drive and proven leadership.

  • Certificate in management or supervisory course lasting not less than four (4) weeks.

  • Satisfied the requirement of Chapter six (6) of the Constitution of Kenya, 2010.

    Additional Requirements

  • Clearance from HELB where necessary

  • Clearance from the Ethics and anti- corruption commission

  • Clearance from the CRB.

  • Certificate of Good Conduct from the police
