    Senior Finance Manager

  • Ethiopia–Data Use Partnership (E-DUP) is a partnership led by Ethiopia’s Federal Ministry of Health (FMOH) to enhance collection, aggregation, and use of high-quality data including routine health information at different levels to achieve FMOH’s Information Revolution agenda as stated in the Health Sector Transformation Plan.

    Description:
  • The Senior Finance Manager will be based in the Addis Ababa, Ethiopia and works closely with the E-DUP team.
  • The incumbent will work under the guidance of the Finance Admin, and Operations Director (FAOD).
  • S/he will work closely with the finance and operations team in the day to day accounting for the project including maintaining the field accounts system, examining receipts and vouchers, reconciling advances, projecting and tracking expenditures and accruals.
  • S/he will be responsible for implementing sound policies and procedures for the financial management and close-out of the field office.
  • S/he will have primary responsibility for identifying financial weaknesses, recommending solutions, and supervising implementation.
  • S/he will ensure that staff under his/her supervision understand and adhere to said policies and procedures.

    Responsibilities:
  • Oversee the field accounts, ensuring compliance with JSI and project policies and procedures. More specifically:
  • Review all vouchers posted in QuickBooks before processing payment including payroll payment vouchers and submit for FAOD approval.
  • Ensure all supporting documents are complete, per the document checklist, before payment approval and prepare payment request.
  • Serve as a member of the procurement committee and work with procurement and logistics officer and operations manager to review purchase orders are compliant with JSI requirements.
  • Review travel advance requests and travel expense reports for the central office, checking for accuracy and compliance with JSI regulations in collaboration with the FAOD.
  • Work with team to ensure all advances are reconciled in compliance with JSI policies and procedures.
  • Work with technical team leads to prepare monthly program area activity budgets for monthly wire request and assure that cash requests are in line with JSI and project policy to reduce corporate risk.
  • Coordinate the implementation of the Mobile Money Payment System.
  • Assist in the annual budgets in line with work plans using historic financial data for program planning.
  • Use the program area tracking tool on a monthly basis, to review data from QuickBooks, for all projects to ensure they are correct.
  • Respond to requests and feedback from home office for additional information or back up documentation for accounts monthly.
  • Perform GL analysis and ensure correctness of the financial data entered by the Finance and Accounting Officer.
  • Assist with the project on financial arrangements
    and payments for all program related training, workshops and other program activities.
  • Review the bank reconciliation prepared by the FAO.
  • Prepare tax reports like Payroll tax, withholding tax, Pension, etc timely settlement of the above mentioned taxes to Federal Tax Authority and regional Bureaus as per Requirements.
  • Ensure monthly Income tax and withholding taxes are paid to concerned government authorities on a monthly basis.
  • Prepare monthly staff payroll for FAOD review.
  • Support the annual projects audits/spot checks and be a focal point of contact for annual audit exercise.
  • Identify constraint and problem areas and work collaboratively with relevant staff to implement effective solutions for improved operations and preparation for close-out.
  • Responsible for all asset management including ensuring that all assets are tagged, controlled and an annual inventory update is conducted.
  • Work closely with Project Director and FAOD to ensure financial close-out activities and deliverables are completed according to the close-out timelines including organization and shipment of financial files to home office.
  • Supervise members of finance team including conducting performance appraisals and providing mentoring and coaching for project accountants and finance and administrative officers.
  • Other duties as identified and requested by supervisor and Project Director.

    Qualifications & Experience:
  • Bachelor’s degree in accounting or related field, Master’s degree is a plus.
  • At least seven years of experience working in a complex work environment, preferably in a donor-funded environment.
  • Ability to work independently, solve problems and show excellent interpersonal skills and ability to work as a team member.
  • Excellent computer proficiency, particularly in MS Excel and Accounting & Financial systems (QuickBooks) and Google applications (Gmail, Drive).
  • A proven ability to work as part of a team and to be self-managing.
  • Excellent written and oral communication skills.
  • Effectiveness in working with culturally and professionally diverse teams.
  • Previous work experience with JSI is desired.
