Seeking Academic Advice

I completed high school back in 2005. I joined one university in Uganda for a bachelors in Aquaculture and Fisheries. However I failed to complete my studies because of major reason.

Is there chance that I can get a realistic scholarship and if so how?
Could you please guide me to reliable sites where I can make my dream a reality?
