Activities

1. Plan daily/weekly/monthly engagement based on need to deliver relational, operational and development focused engagement with community stakeholders, CSOs and local government in the Project Area of Influence, in the framework of establishing and maintaining trust-based relations.

2. Organize individual, group and community meetings to inform, consult, and engage in a format appropriate for the purpose and cultural preferences.

3. Support community meetings by preparing information packages, arranging venues, posting advertisements and collecting feedback forms.

4. Identify and respect the needs of different stakeholder groups, especially vulnerable groups, and modify engagement approaches as appropriate.

5. Ensure that the most appropriate information-sharing tools are used for different stakeholder groups, including vulnerable groups.

6. Manage relational engagement (stakeholder mapping of administrative and traditional leaders, influencers and opinion leaders, service providers (health, education), focus groups (gender, youth, vulnerable people etc);

7. Build awareness, knowledge and understanding of village and community demographics, priorities and concerns of different community groups.

8. Identify and engage opinion leaders to support dissemination of reliable information to various audiences.;

9. Promote awareness and understanding of project operational activities and their implications for communities;

10. Identify opportunities to support initiatives benefiting the local communities and communicate them to their line manager.

11. Clearly explain issues relating to safety, security and emergency risk and requisite precautions to community members.

12. Assist all other project functions (Construction, Environment, Biodiversity, Social Performance) needs to engage with communities, local governments, civil society and tourism sector.

13. Support management of the community commitments’ register.

14. Assist land access, compensation and livelihood restoration related initiatives as the first point of contact as well as input into the processes to be aligned with in conjunction with stakeholders.

15. Assist with any field visits organized by TotalEnergies or any of the JV partners.

16. Facilitate construction phase activities ensuring routine operational engagement ;

17. Facilitate Contractors (including local recruitment process);

18. Facilitate Third parties service providers responsible for delivery of social management programs;

19. Report weekly on community perceptions and questions raised about Project activities, general community issues and information important to company, general observations (in-migration to the area, new building being build etc.), conflict issues / rumours and any weak signals;

20. Reporting to the line manager
regarding own activities and the day-to-day situation in the community and against agreed Key performance indicators (KPI);

21. Assist with the management of Community Grievance Mechanism, including promoting awareness and understanding, access and use; grievance registration investigation and resolution;

22. Record Stakeholder engagement and grievances in Project Information Management System and ensure continuous feedback, grievance registration.

Qualification:

1. Degree in Communications, Social sciences, Anthropology, Rural Development or related field

Experience:

2. Minimum 3 years’ experience working in rural communities in Uganda and preferably in the Albertine Area

3. Experience of working within an organization that operates to a Code of Conduct or similar framework, as well as other corporate protocol regulations.

4. Experience working within the construction projects in a social/community-related position.

5. Experience working with community development programmes or related work (such as teaching), preferably in the local area.

6. Recognized knowledge of community socio-economic and political matters; labor and working conditions; land access and resettlement; livelihood development

7. Excellent communication skills with the ability to develop and maintain good relations with a wide range of stakeholders including local communities, NGOs etc;

8. Good negotiation and conflict management skills;

9. Ability to assist with formal consultation processes, by supporting meetings, taking meetings notes and organizing information;

10. Ability to analyze data and verbal and written communication to inform activities.

11. Ability to use a range of problem-solving techniques to resolve low- to medium-level issues amongst community members, and seek assistance from colleagues in a timely manner if required;

12. High Proficiency in Microsoft Office and appropriate software such as Database software like Access, Project, Excel, Word, PowerPoint, Social data software. GIS experience very advantageous;

13. Knowledge of local language is an added advantage (Rugungu, Runyoro, Alur, Acholi)
