Scholarships which Don't Require Tests like TOEFL

I am interested in scholarships abroad but I have a high proficiency level and good command in the English language because it is our language of study here in Kenya. I also cannot afford to register and pay TOEFL tests. So I was asking if there are any scholarships available for me. Those that don't require TOEFL scores. Please update me,if there are any available for me.
